Matters Arising Minutes: Minute 36 – LEEDS 2023 It was noted that some Ward Members had still not had any contact from the Neighbourhood Hosts. Cllr Thomson said that she would arrange a meeting for the Guiseley and Rawdon Ward Members. Cllr Flynn wished it to be noted that the Neighbourhood Host for Adel and Wharfedale was excellent and had been in constant contact with him over two extremely successful art projects within his ward. He wished to commend her commitment and engagement.
The Chair said she would gather and forward on events for LEEDS 2023 in all the Wards as it would be good for Members to visit the events. The Chair informed the Committee that the WOW Barn which had been on Woodhouse Moor would now be re-located to Kirkstall to be used as a classroom.
Minute 52 – Finance Update Report At the previous meeting Members had requested that monitoring information be included within the report. However, no monitoring information was in the report submitted to the meeting. The Locality Officer noted this request and offered to provide more monitoring information in future reports.
Information on the Guiseley 2022 Christmas lights needs chasing.
Summer Bands in the Park to be discussed later in the meeting.
It was noted that the project in relation to Yeadon and Rawdon Neighbourhood Watch had now been paid.

Appointments to Outside Bodies PDF 500 KB The report of the City Solicitor is to note the appointment of Councillor Thomson as Chair of the Community Committee for 2023/24 as agreed at the recent Annual Council Meeting, and also to invite the Committee to make appointments to those positions detailed in section 6 and the appendices. Minutes: The report of the City Solicitor requested the Community Committee to note the appointment of Cllr Eleanor Thomson as Chair of the Outer North West Community Committee for 2023/24 as agreed at the recent Annual Council Meeting and also invited the Committee to make appointments to those positions detailed in section 6 of the submitted report.
Members were advised that the Rawdon and Laneshaw Bridge School Trust had approached Cllr Thomson to become a member of the trust as the Leeds City Council’s representative after former Councillor Shemilt had resigned part way through the year. Members were asked to ratify this appointment.
Members discussions included the appointments to Champion Roles. It was suggested that the roles of Employment, Skills and Welfare should not be appointed to but updated twice yearly through the Update Report.
Members were of the view that the role of Champions for both Children’s Services and Transport should be two Committee Members to look at the workload for issues related to these roles.

Outer North West Community Committee Finance Update Report PDF 690 KB To consider the report of the Head of Locality Partnerships which provides the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fun, Capital Budget, as well as the Community Infrastructure Levy Budget for 2023/24. Minutes: The report of the Head of Locality Partnerships provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy (CIL) Budget for 2023/24.
Members were requested to approve the minimum conditions set out at Paragraph 14 of the submitted report, approve applications as listed in the report and were provided with the following information: · The minimum conditions Paragraph 14 were read out seeking agreement from the Committee. · The Committee were asked to note that currently the remaining balance of the Wellbeing Fund was £80,125.18. Table 1 provided a breakdown of projects listed and the balances set out per ward. · Members were requested to consider the following applications:
· Members discussions during the consideration of applications included: o More detail was required on some applications including numbers of people attending and from which areas. o Applications from Youth Services requesting funding through the Youth Activity Fund were open to all young people engaging with Youth Services. o It was noted that the application for the Neighbourhood Watch Fun Day was on the same day as Guiseley Carnival. o In relation to the request by Art Camp UK, Otley & Yeadon Ward Members said that they would be happy to fund the project if it was found that young people were only attending from the Otley & Yeadon Ward. · Members were advised that no projects had had been considered or approved by Delegated Decision Notice (DDN) since the last meeting on 6th March 2023. Minutes: The report of the Head of Locality Partnerships provided an update on the work which the Communities Team is engaged in, based on the priorities identified by the Community Committee. Members were also requested to make nominations to each of the Outer North West Community Committee sub groups for 2023/24.
Members were asked to note Appendix 1&2 which provided information in relation to the Youth Summit, Youth Activity Fund Consultation Report and Youth Activity Consultation Infographic. Members were disappointed by the number responses received for the Youth Activity Fund Consultation. It was recognised that the Youth Summit for the Outer North West had been successful.
In relation to the Leeds Stop Smoking Services update, Members raised concerns at the numbers of young people who were now vaping using e-cigarettes. Cllr Campbell suggested that this might be a topic for a future Community Committee meeting.
Cllr Lay said that he had emailed the Chair of the Children and Families Scrutiny Board for this to be considered as part of the Scrutiny Boards work programme.
Cllr Thomson and Cllr B Anderson are working on a Circular Economy Day which is developing from a discussion at a Climate Emergency Advisory Committee meeting

Date, time and venue of next meeting Minutes: At the previous meeting on the 6th March 2023, it had been suggested that the Community Committee meetings should be held in various location around the Outer North West area. The Chair asked for venues where the next meeting could be held in the Otley and Yeadon Ward.
Suggestions were Yeadon Cricket Club, Yeadon Town Hall and Otley Rugby Club. The Localities Team would make enquiries and confirm venue for next meeting.
The Chair proposed that the December meeting should be held in Adel and Wharfedale Ward and the March Meeting in Horsforth Ward. The Chair asked that Ward Members consider suitable venues and let the Locality Officer know so that arrangements could be made.

Any other business Minutes: It was acknowledged that the Youth Summit 2023 had been a success. In response to a question from one of the newly elected Members, it was noted that engagement with children and young people also takes place via the Breeze Events, Youth Services and the Children and Families Sub Group.
The Children and Families Champion tries to get round all the schools in the area and the Chair also makes visits to local schools. Members are encouraged to attend the Breeze events.
In relation to Summer Bands in the Park, it was noted that all Ward Members had been sent an email about funding, however only Otley and Yeadon Members had responded. Therefore, the Chair proposed to send an email to members to see if they wished to still have bands in the park this summer, but with a more local focus. If agreeable the Chair would organise a meeting to discuss possible local bands and the hire of stage and sound systems.
