Executive Board are requested to authorise the injection of £1.089m grant secured from the Homes and Community Agency and £700k commuted sums into the capital programme and authorise spend of £1.789 to build 12 new pitches at Cottingley Springs Gypsy and Traveller site.

Further to Minute No. 69, 5^th September 2012, the Director of Environment and Housing submitted a report which sought approval to inject £700,000 of available affordable housing S106 funding into the capital programme for the purpose of building 12 additional pitches of accommodation at Cottingley Springs. In addition, the report also sought authority to spend £1,790,000 in order to develop 12 new pitches for the expansion of the Cottingley Springs Site, subject to the outcome of the Local Inquiry to be held by the Secretary of State into this planning application.

RESOLVED –

(a)  That £700,000 of available affordable housing S106 funding be injected into the Capital Programme.

(b)  That authority be given to spend £1,790,000 in order to develop twelve new pitches for the expansion of the Cottingley Springs Site, subject to the outcome of the Local Inquiry to be held by the Secretary of State into the planning application.

(c)  That it be noted that the Director of Environment and Housing will be responsible for the progression of this development and that it also be noted that a further report will be submitted to Executive Board following the outcome of the Local Inquiry.

A detailed consultation process has been carried out as part of the preparation for the planning application to build 12 new pitches at Cottingley Springs.  The lead member for Gypsies and Travellers is briefed on an on-going basis .
