Under the powers delegated to me by Executive
Board under PPP/PFI governance arrangements and further to the
Executive Board decisions taken on 16 July and 05 November 2008 and
a meeting of the Residual Waste Treatment Project Board on 16 April
2009 that considered the Project Board Report dated 16 April 2009
along with appendices, I Dave Page Deputy Chief Executive with the
concurrence of at least two other members of Project Board hereby
approve:
i.) the results of the ISOS evaluation process;
ii.) the recommendation that no Bidder should be disqualified on
the basis of a score of four or below on a single criteria or sub
criteria
iii.) that four Bidders are taken forward to the next stage of the
procurement process and
iv.) that the Bidders which are to progress to the next bid stage
are as follows:
• Aire Valley Environmental;
• MVV Umwelt GmbH;
• Veolia ES Aurora Ltd;
• United Utilities.
This is a significant operational decision and is therefore not
eligible for call in. This is because this decision is putting into
effect a previous key decision taken by Executive Board on 16 July
2008 namely that officers be authorised to begin procurement of
this project through placement of OJEU and other appropriate
contract notices.
Further information regarding the Bidders to progress to the next
stage is attached at Appendix 1.
