Approval is given for the proposed framework for settlement (litigation settlement agreement between the council and ‘the APPS Claimants’).

The proposed framework is recommended to the council by Bevan Brittan Solicitors (on behalf of the LGA, Leeds City Council and local authorities).


The claim relates to fees charged to the APPS Claimants (private/personal search companies) between 2005 and 2010 for Personal Searches of the Local Land Charges Register and official search fees (LLC1 and Con29 forms).

Personal Searches
A fee was required under the Local Land Charges Act 1975 but it has since been removed as it was determined that the Environmental Information Regulations 2004 (EIR) apply [and therefore no fee can be made/should have been made, for inspection]. The Local Land Charges Act 1975 was amended in 2010 and the fee provision amended to zero [in respect of Personal Searches].
