On 27th July 2011, Executive Board approved an
unsupported borrowing scheme up to £3.01m to install solar
photovoltaic (PV) systems onto corporate buildings (above Executive
Board meeting, minute: 54), and delegated powers to the Director of
Resources to authorise the spend, of which £1.38m remains
available. Three new PFI leisure centres have met the approval of
the Director of City Development on their suitability for PV
installation, allowing further detailed building surveys to deliver
the final business case. Approval is now required by the Director
of Resources on the basis of this business case, to authorise the
spend for the 3 proposed solar PV installations at Armley Leisure
Centre, Morley Leisure Centre, and Holt Park Active.
Under the terms of the PFI contract the Council has to request any
such changes to these facilities through the PFI Contractor,
therefore alternative procurement routes were not considered.
