Purpose:

Approval of the award of the Mixed Dry Recyclates Contract to HW Martin for the remaining term of the framework contract which was established in 2013.

This decision is being made exempt from call in due to the risks involved in any delay to the award of the contract as detailed within the attached report.

The Director of Environment and Housing has approved the award of the Mixed Dry Recyclates Contract to HW Martin for the remaining term of the framework contract.

If the decision has not been published in the List of Forthcoming Key Decisions for at least 28 clear days, the reason why it would be impracticable to delay the decision:: Its nature is such that it would seriously prejudice the Council’s interests if there were to be any delay in taking the decision. If the recommendation to formalise this contract is not approved then the Council will risk being in a position where no contractual arrangements are in place for dealing with what is a significant waste stream and a significant contributor to the City’s recycling rate, with the MDR service contributing significantly to the Council’s overall recycling rate.
