Purpose:

Request approval for injection of £577,075 into the Capital Programme and request Authority to Spend £577,075.

There are no revenue implications for Leeds City Council for this activity. This decision enable the Council to fulfil is role as accountable body working on behalf of Public Health England to hold and distribute funding for successful applicants to the PHE Capital Grant Programme in Leeds.

 

This is a key decision as expenditure is over £250,000.

Decision:

  The Director of Public Health gave approval to inject £577,075  into the Capital Programme and gave Authority to Spend the same £577,075 so that BARCA are able to use the capital funding to refurbish a building. The building will be owned LYPFT and operated by Barca and their refurbishment of the building will not create any additional capital or revenue investment by the Council.

BARCA, in partnership with DISC Leeds, St Martins Healthcare, St Anne’s Community Services and Leeds and York Partnership NHS Foundation Trust, have recently been awarded the Leeds Community Drug and Alcohol Prevention, Treatment and Recovery Service. As part of the procurement process the partnership undertook extensive Service User consultation to ensure that the new recovery service effectively addressed the needs of individuals in Leeds.

Initial consultation included a service user focus group and a service user questionnaire with over 70 respondents.  The proposed model is based on the feedback received from service users. The approach to be taken by BARCA through this capital development project addresses current gaps in service provision and will provide residential detox and rehab services enabling in Leeds thereby enabling service users to retain therapeutic links to families and friends and also to provide visible recovery in Leeds.
