Purpose:

To seek approval from the Director of Adult Social Services to waive Contract Procedure Rules (CPRs) 9.1 and 9.2to enter into contracts with Leeds Vision consortium (LVC) and BID Deaf Across Leeds Enablement Service (DALES) until 31st March 2017

To seek approval to waive CPRs 8.1 and 8.2 to enter into contracts with Sign Health and The Association of Blind Asians (ABA) until 31st March 2017 

 

Decision:

The Director of Adult Social Services approved the recommendation to waive Contract Procedure Rules (CPRs) 9.1 and 9.2 using the authority set put in CPR 1.3 to enter into interim contracts with:

 

-  Leeds Vision Consortium (LVC) for the provision of a service for adults with a visual impairment or dual sensory loss until 31st March 2017 for the sum of £233,675; and

-  BID Services for the provision of a service for adults who are deaf or hard of hearing for a period until 31st March 2017 for the sum of £275,000.

The Director of Adult Social Services approved the recommendation to waive Contract Procedure Rules (CPRs) 8.1 and 8.2 using the authority set put in CPR 1.3 to enter into interim contracts with:

 

-  Sign Health for the provision of a service for adults who are deaf or hard of hearing with a mental health problem, until 31st March 2017 for the sum of £39,800; and

-  The Association of Blind Asians (ABA) for the provision of a service for adults from the Asian Community with a visual impairment, until 31st March 2017 for the sum of £12,558.

Services users and stakeholders will be consulted with and will be fully involved in the future modelling for Sensory Impairment services.  The existing contracts will continue to be monitored on a quarterly basis.
