The Chief Officer (Highways and
Transportation):
i) Instructed the City Solicitor to advertise a package of draft
Traffic Regulation Orders comprising various waiting and movement
restrictions all as shown on the drawings scheduled in Paragraph 4
to include any necessary revocation(s) of existing Orders in whole
or in part and subject to no valid objections being received, to
make seal and implement the orders as advertised.
ii) took all necessary steps under the provisions of Section 228 of
the Highways Act 1980 to declare the area of highway being parts of
St Cecilia Street and a small area of St Peter’s Square as
shown on the plan in Appendix 4 to be adopted and be held as
highway maintainable at public expense; and
iii) instructed the City Solicitor to prepare and advertise a
Notice under the provisions of Section 228 of the Highways Act 1980
to declare the area of highway shown hatched on the plan in
Appendix 4 to be highway maintainable at public expense; and
iv) if objections are received from the majority of the owners of
the land, request the City Solicitor to make immediate application
to the Magistrates’ Court for an Order overruling the
objections
v) approved with reference to the powers contained in Section 66(4)
of the Highways Act 1980, that the relevant lengths of footway and
carriageway shown on the marked up Drawings as shown in Appendix 5.

are removed and that following the removal of the footway
designation, cycle tracks are constructed under powers contained
under the provision of Section 65(1) of the Highways Act 1980 for
shared joint use by cyclists and pedestrians.
