Decision:

The Chief Officer (Highways and Transportation) has:

a. Noted the detail of the highway works described in the Design and Cost report and shown on the S278 Works Plan attached at Appendix 3;

b. Given authority to negotiate the terms of and enter into an agreement with the developer under the provisions of Section 278 of the Highways Act 1980; whereby the works associated with the development are carried out by the developer and overseen by the Council;

c. Given authority to incur expenditure of £5000 staff checking and inspection fees to be fully funded by a developer through a Section 278 Agreement.

d. Approved the adoption of new highway as per the area highlighted in red as shown on drawing number E22/7918/023_03 attached at Appendix 3 so that it can be added to the Council’s maintenance regime;

e. Requested the City Solicitor to advertise a Draft Traffic Regulation Order (TRO) to provide no waiting at any time restrictions (double yellow lines); and if no valid objections are received, to make, seal and implement the new TRO as advertised.
