Purpose:

To authorise the expenditure of approximately £325k (final cost estimate awaited, will be included within the content of the scheme specific DCR) to facilitate the supply of modular classroom buildings at Middleton Primary School. This is required to fulfil the aims of the Learning Places Programme, necessary to ensure sufficient pupil places effective from September 2016. The budget estimate quoted includes all necessary construction works to facilitate this project, professional design fees, professional surveys and any necessary decant required to facilitate a late August 2016 occupation. Middleton Primary School has been identified as the epicentre of projected pupil place demand within the Middleton Park ward.

Decision:

The Head of Service, Learning Systems agreed to:

·  Authorise expenditure of £499,925 from capital scheme number 32274/BGE/MID to enable the installation of essential classroom accommodation, including any necessary ancillary works, at Middleton Primary School;

·  Note that the figure detailed above includes £105,585 of underwriting costs approved under a previous design cost report;

·  Note the programme dates identified in section 4.0 of the attached report in relation to the implementation of this decision. The final delivery date for this scheme is prior to the commencement of term September 2016; and

·  Note that the officer responsible for implementation is the Built Environment Principal Development Officer.

If exempt from Call-In, the reason why Call-In would prejudice the interests of the Council or the public:: If the decision is not implemented before the end of the call-in period on 20th July, there is a significant risk that the project will not be completed in time for the start of term, with the subsequent risk of disruption to the education of the children starting at Middleton Primary School this year.
