Declaration of Disclosable Pecuniary Interests

To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13-16 of the Members’ Code of Conduct.

Minutes:

There were no declarations of disclosable pecuniary interests.  With regards to funding that had been made available to Morley Arts Festival and detailed in Agenda Item 12 – Outer South Community Committee Delegated Budgets, Councillors Elliott and Varley informed the Committee of their positions on the Morley Literature Festival Committee.

4.

Open Forum

In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

Minutes:

In accordance with the Community Committee Procedure Rules, the Chair allowed a period of up to 10 minutes for members of the public to make representations or ask questions on matters within the terms of reference of the Community Committee.

 

A member of the public raised concerns regarding speeding traffic on Batley Road and Wakefield Road in West Ardsley.  There were also concerns about the impact of how vehicles were parked in the area. Meetings had been held with local residents regarding this and an action plan had been drawn up.

 

It was proposed that the Communities Team arrange a meeting for local residents and to include all interested parties including Ward Members, Highways and Police.

The City Solicitor submitted a report which outlined the Community Committee’s role regarding appointments to: Outside Bodies; Community Lead Members; Children’s Services Cluster Partnerships and the Corporate Parenting Board. In addition, the report invited the Committee to determine the appointments to these groups and organisations.

 

The Community Committee was also invited to note the appointment of Councillor K Bruce as Community Committee Chair for the 2017/18 municipal year.

The report of the Chief Officer Housing Management sought nominations from the Outer South Community Committee to the Outer South Housing Advisory Panel.

 

Nominations were sought for one Member from each Ward.

Outer South Community Committee Forward Plan 2017/18 pdf icon PDF 373 KB

To receive and consider the attached report of the Outer South Area Leader

 

Minutes:

The report of the South East Area Leader presented the Community Committee Forward Plan for 2017/18.  It detailed the Community Committee meeting dates and set out proposals for workshop themes and topics.  It also highlighted the work of the Community Committee Champions and the work of the Community Committee in relation to the Council Constitution and associated delegations which were managed through the sub group structure.

 

The Chair welcomed and introduced Carly Grimshaw and Carl Hinchliffe of the South East Communities team to the Committee.

 

Members’ attention was brought to the schedule of meetings and proposed workshop themes for 2017/18.  It was proposed that there would be 3 meets of sub groups during the year.  A request was made for dates of police tasking meetings.

 

RECOMMENDED –

 

(1)  That the report be noted,

(2)  That a summary of workshops including outcomes be received through the update reports to the Community Committee.

The report of the South East Area Leader provided the Community Committee with the following:

 

·  Details of the Wellbeing Budget position

·  Details of the projects approved via Delegated Decision.

·  Details of the Youth Activities Fund position

·  Details of the Small Grants Budget

·   Details of the Capital Budget

·  Details of the Community Skips Budget

 

Members’ attention was brought to the remaining balances in the Wellbeing budgets.  It was reported that there were no proposals to be considered for approval as all outstanding applications had been approved by DDN since the last meeting.

 

In response to a question it was reported that the Youth Service could, and had applied for funds from the Youth Activities Fund.

 

Members were also asked to review and approve the minimum conditions for taking delegated decisions.

 

RECOMMENDED –

 

(1)  That details of the Wellbeing Budget position be noted.

(2)  That details of the revenue budget projects agreed to date including projects approved by delegated decision be noted.

(3)  That details of the Youth Activities Fund be noted.

(4)  That details of the Small Grants Budget be noted.

(5)  That details of the Capital Budget be noted.

(6)  That details of the Community Skips Budget be noted.

(7)  That the minimum conditions as set out in paragraph 12 of the report be approved.

The report of the South East Area Leader brought Members attention to work based on priorities identified by the Community Committee that were not covered elsewhere on the agenda for this meeting.  It also provided opportunity for further questions or to request a more detailed report on a particular issue.

 

Issues highlighted form the report included the following:

 

·  Children and Families – Members were informed of the distribution of sanitary products across schools and the intention to establish donation stations.  Reference was also made to ongoing work to deliver CSE and cyber safety education.

·  Environment – The Dementia Gardens had been opened in Rothwell.  These were the first of their kind across the country.  Changes to Parkswatch Services were reported.

·  Community Safety – Members were given an update following the workshop on Domestic violence.  There had been a positive meeting with multi-agency partners regarding anti-social behaviour in Rothwell.

·  Employment, Skills and Welfare – There had been a decrease in numbers in the area claiming Jobseekers and Employment Support Allowances. There had been an event at The Point which promoted the White Rose Centre extension and the job opportunities available.

·  Transport for Leeds – Confirmation had been received from the Department of Transport for funding for public transport in Leeds.  Officers from City Development intend to update the Community Committee in autumn 2017.

·  Health and Wellbeing – Members attention was brought to the Bowel Cancer screening programme that was currently running and the Leeds South East CCG community awareness programme for cancer and cardio vascular disease.  The Money Buddies project had now arranged sessions to be held at Lofthouse Children’s Centre and would be accessible across all Outer South wards.

·  Older Person’s Working Group – Issues discussed included tackling social isolation and hospital to home services.

·  Community Centre’s – Members were informed of the new minimum charge which would be 25%.  There was some concern as to how this would affect food bank provision.

·  Update on the Outer South Housing Advisory Panel.
