To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13-16 of the Members’ Code of Conduct.

Minutes:

There were no declarations of disclosable pecuniary interests.

 

With regard to the application for funding for the Outer South Garden Maintenance Scheme, Councillors J Elliott, T Leadley and S Varley advised that they were Members of the Morley Elderly Action Management Committee.

Minute 23 – Community Committee Update Report

 

It was reported in addition to Morley Town Council, that Gildersome and Drighlington Parish Councils would also have responsibility for the allocation of Community Infrastructure Levy monies within their respective ward areas.  

 

Minute 22 – Outer South Community Committee Delegated Budget Report.

 

It was clarified that the decision to approve the application for Money Buddies was following the casting vote of the Chair.

 

 

30.

Open Forum

In accordance with Paragraphs 4.16 and 4.17 of the Community Committee Procedure Rules, at the discretion of the Chair a period of up to 10 minutes may be allocated at each ordinary meeting for members of the public to make representations or to ask questions on matters within the terms of reference of the Community Committee.  This period of time may be extended at the discretion of the Chair.  No member of the public shall speak for more than three minutes in the Open Forum, except by permission of the Chair.

Minutes:

The report if the South East Area Leader presented the Community Committee with the following:

 

·  Details of the Wellbeing Budget position

·  Wellbeing proposals for 2017/18 for consideration and approval

·  Details of the projects approved via Delegated Decision

·  Monitoring information of funded projects

·  Details of the Youth Activities Fund (YAF) position

·  Details of the Small Grants Budget

·  Details of the Capital Budget

·  Details of the Community Skips Budget

 

Carl Hinchliffe, Area Support Officer presented the report.

 

Members’ attention was brought to the following applications

 

·  1 x SID Ardsley 7 Robin Hood – Haigh Moor Road, West Ardsley – Members were supportive of this scheme and reference was made to the successful provision of Speed Indicator Devices elsewhere in Outer South Leeds.

·  Miles of Smiles 2018 – The Committee was given an overview of the services provided to older people in Rothwell and Ardsley & Robin Hood by For Disability Mobility.

·  Outer South Garden Maintenance Scheme – Members were given an update on changes to the scheme.  The grass cutting season would be reduced and the age for applicants to the scheme would be raised to 67.  The scheme had also received £7,500 from the Housing Advisory Panel.

 

The Committee was also asked to note amounts currently available to spend from Community Infrastructure Levy (CIL) contributions.  It was raised that there was not a proper structure for the spending of CIL and it was suggested that an expenditure plan be developed.  This had also been raised at the Area Chair’s Forum.

 

RESOLVED –

 

(1)  That details of the Wellbeing Budget position be noted.

(2)  That the details of the revenue budget projects agreed to date including projects approved by Delegated Decision Notice be noted.

(3)  That details of the Youth Activities Fund be noted.

(4)  That details of the Small Grants Budget be noted

(5)  That details of the Capital Budget be noted.

(6)  That details of the Community Skips Budget be noted.

(7)  That the following project applications be approved:

o  1 SID, Ardsley & Robin Hood – Haigh Moor Road , West Ardsley - £3,110

o  Miles of Smiles 2018 - £2800 (Ardsley & Robin Hood £168, Rothwell £2,632)

o  Outer South Garden Maintenance Scheme - £25,500

(8)  Than an expenditure plan for the distribution of Community Infrastructure Levy monies be developed.

The report of the South East Area Leader brought Members’ attention to work which the Communities Team was engaged in based on priorities identified by the Community Committee that were not covered elsewhere on the Agenda.

 

Carl Hinchliffe, Area Support Officer presented the report.

 

The following was highlighted:

 

·  Children and Families – Reference was made to the recent Youth Summit where young people were able to have an input into Youth Activity Funds (YAF) spending.  The next sub group meeting would be held on 9 March when further feedback would be taken from young people for future YAF spending.

·  Environment – The next sub group meeting would be 14 March 2018 where options for the Outer South Site Based Gardeners would be discussed.  Reference was also made to the Clean Air zone consultation that was taking place.  Concern was expressed regarding the potential impact of a Clean Air Zone on some small businesses.

·  Community Safety – Members were informed of progress with anti-social behaviour that had been occurring in the Rothwell area and further talks were due to be held with local businesses, West Yorkshire Police and the Youth Service.

·  Employment, Skills and Welfare – there was to be an Apprenticeship Fair at Leeds Arena on 5 March 2018.

·  Health & Wellbeing and Adult Social Care – Issues highlighted included the proposals from Age UK regarding the development of a befriending service, distribution of winter wellbeing packs, suicide prevention and the National Diabetes Prevention Programme.

·  Community Centres Sub-Group – thanks were expressed to Carl Hinchliffe following the progress made on repair work at Morley Town Hall. 

 

Further issues highlighted included the reduced Community Centre lettings and projects funded by the Outer South Housing Advisory Panel.  It was reported that there was due to be a city wide review of the Housing Advisory Panels.

 

Appendices to the report included the Outer South Area Newsletter and an update on social media activity for the Committee’s Facebook page.

 

RESOLVED – That the report be noted.

Minutes:

The report of the City Solicitor requested Members to give consideration to agreeing the proposed Community Committee meeting schedule for the 2018/19 Municipal Year and to also consider whether to make any revisions to the current meeting and venue arrangements be explored.

 

RESOLVED – That the Outer South Community Committee meets at the following dates and times during the 2018/19 Municipal Year:

 

·  Monday, 2 July 2018 at 4.00 p.m.

·  Monday, 17 September 2018 at 4.00 p.m.

·  Monday, 26 November 2018 at 4.00 p.m.
