Themed Workshop - Social Isolation

 

Councillor Ritchie welcomed all to the meeting and introduced the theme of Social Isolation for the Community Committee workshop.

 

Councillor Lowe gave an introduction to the topic providing a real life account of someone who had attended her ward surgery and was socially isolated due to a number of factors. She explained that social isolation could affect anyone it was not an age related issue.

 

Councillor Lowe explained that she wanted to explore the issues that cause social isolation and the effect it has and ways that social isolation can be addressed and prevented. She said that to address the issue of social isolation we needed to listen and be proactive.

 

A presentation on the causes and effects of social isolation was given by Mick Ward, Chief Officer, Commissioning, Liz Messenger, Principal Health Improvement Officer, Public Health and Emily Axel, Age Friendly Campaign Officer, Leeds Older People's Forum.

 

At the end of the presentation there were questions from the audience.

 

The workshop broke into ward based sessions to discuss what assets were available in each ward. They also discussed who was isolated and how individuals could be identified.

 

The second part of the workshop looked at what actions can be taken to link people who are isolated to locally based groups and activities. It also looked at how connections could be made and the barriers.

 

All the information from the workshop will be collated and presented in a report at a future meeting.

Exempt Information - Possible Exclusion of the Press and Public

1 To highlight reports or appendices which officers have identified as containing exempt information within the meaning of Section 100I of the Local Government Act 1972, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

2 To consider whether or not to accept the officers recommendation in respect of the above information.

 

3 If the recommendation is accepted, to formally pass the following resolution:-

Minute 37 – Community Committee Update Report

Cllr. Illingworth informed the Committee that £10,000 had been secured from the DCLG to be match funded through the Wellbeing fund for the Pocket Park at Kirkstall on land to the rear of St Ann's Mill next to the river.

 

The work will be carried out by Groundwork Leeds and The Conservation Volunteers at Hollybush and managed by the Kirkstall Valley Park Board.

 

Cllr. Lowe informed the Committee that funding had also been granted for a similar Pocket Park scheme in the Armley Ward.

The report of the West North West Area Leader updates Members on the projects funded through the Inner West Wellbeing Fund and Youth Activities Fund budgets. It presents projects approved by delegated decision since the last meeting and outlines the applications received through the open commissioning round for funding in the 2016/17 financial year.

The Wellbeing Fund Update and Monitoring report provided a summary of the Wellbeing and Youth Activities Fund budgets.

 

Point 2 of the submitted report provided the remaining balance for each ward.

 

The report informed Members of the 2016/17 Inner West Wellbeing  revenue budget which was approved at Executive Board on 10th February 2016. The Community Committee had opted to split the budget by ward. The ward totals including the estimated underspend from 2015/16 were highlighted to Members at point 15 of the submitted report.

 

Between 30th October and 15th January, the Community Committee accepted applications for projects to be funded in the 2016/17 financial year. A total of 46 applications valued at more than £235,000 were submitted. Ward Members have reviewed the applications and the following projects are recommended for approval:

Community Committee Update Report pdf icon PDF 317 KB

The report of the West North West Area Leader updates the Community Committee on the work of the three sub groups of the Committee: General Purposes, Children and Young People and Environment. The report also updates the Committee on community events, local projects and Partnership working that has taken place in the area since the last meeting.

Minutes:

This report provided an update by the Community Champions on the work that had been undertaken since the last meeting and how it was progressing.

 

The report also provided updates from the Armley, Bramley and Stanningley and Kirstall Forums.

 

Members were informed of the progress for the Kirkstall Town and District Centre Scheme and noted that the plans for the landscaping works for the area around Kirkstall Leisure Centre had now been finalised. Planting works are due to be completed in spring with the hard landscaping work to be carried out in autumn 2016.

 

The first meeting of the working group is due to take place in April to progress the design and installation of a piece of artwork as part of the scheme.

 

Point 11 of the submitted report informed the Committee of the WW1 Commemorations to commemorate the first day of the Battle of the Somme. The proposal to mark the contribution made by the Leeds Pals Battalions by employing buglers to play an appropriate piece to mark the point in time at which the men went into battle at 7:30am on 1st July. It was also noted that there was available funding up to £1,000 to support any additional events.

 

Members discussed at length the location of the bugler for the Inner West area and also other suitable events that could take place to commemorate this important date.

 

The Chair as Community Committee Community Safety Champion provided the committee members with an update on the new model for PCSO's in the Inner West area.

 

Members discussed the new model for PCSO's and the crime figures for the Inner West area.

 

A briefing sessions on the new model for PCSO’s had been provided, information from the session is to be sought and circulated to all Members.

 

Members were informed that an Apprenticeship Fair was being organised for May / June and would take place at the Armley Leisure Centre. It was hoped this this would become an annual event.

 

RESOLVED - The Committee noted the report including the key outcomes from the sub groups.

 

The Committee decided that the location of the bugler for the WW1 Commemorations would be the Bramley War Memorial, in Bramley Park.

 

 

Cllr. Venner left the meeting after this item.

The report of the West North West Area Leader on the update of the Storm Eva flooding was presented at the meeting as a late item with the permission of the Chair. Minute 41 refers

 

The report provided the Community Committee with context on the work undertaken within the Inner West area, as part of the city’s response to the Storm Eva Flooding.

 

The report also provided an introduction to the more detailed report that had been presented at the Executive Board on the 9th March 2016, which gave an overview of the recovery activity that the city had undertaken since the recent floods.

 

Members were informed that the flooding in the Inner West area affected some residential properties but the vast majority of flooded properties were businesses along the Kirkstall Valley. The Committee was informed that some businesses still remained closed.

 

The Committee was informed that in response to the Kirkstall flooding a new community led group had been formed. This group had coordinated hundreds of volunteers, received and allocated donations and continued to support and offer assistance.

 

Cllr. Yeadon thanked all those people who had turned out to help. She informed the Committee that Kirkstall Flood Clean Up planned to hold an event to thank all those volunteers who had given their spare time to help with the clean-up effort.

 

Cllr. Yeadon informed the Committee that plans are being developed for longer term regeneration projects in the Kirkstall area to address flood prevention.

The report of the City Solicitor requests Members to give consideration to agreeing the proposed Community Committee meeting schedule for the 2016/2017 municipal year, whilst also considering whether any revisions to the current meeting and venue arrangements should be explored.

Minutes:

The purpose of the report from the City Solicitor was to request Members to give consideration to agreeing the proposed Community Committee schedule for the 2016/17 municipal year.

 

Members considered the proposed dates, it was noted that three of the date’s fall when the Labour Party Branch meet and Members requested that new dates be sought.

 

RESOLVED- That the Committee agreed the first meeting of the Inner West Community Committee for municipal year 2016/17 will be on 22 June 2016 at 6pm the venue will be confirmed nearer the date.
