Minutes:

(a)  The Lord Mayor welcomed students of Trinity and All Saints College, observing the meeting from the public gallery.

(b)  The Lord Mayor reported that this would be the last meeting of Council to be attended by Randal Brown, Director of City Services prior to his retirement and thanked him for his services to the City.

(c)  The Lord Mayor congratulated Councillor Robinson on his nomination as Lord Mayor elect and Councillor Robinson briefly responded.

(d)  The Lord Mayor referred to the recent death of former City Councillor, Councillor and Leader of the West Yorkshire County Council and MP John Gunnell and Council stood in silent tribute.

(i)  Revenue Budget

 

  That the Revenue Estimates for 2008/09 totalling £540.509m, as detailed and explained in the submitted report and accompanying papers be approved, including a 4.7% increase in the Leeds’ element of the Council Tax.

 

(ii)  Council Tax

1.   That it be noted that at the meeting on 16th January 2008, Council agreed the following amounts for the year 2008/09, in accordance with regulations made under Sections 33(5) and 34(4) of the Local Government Finance Act 1992:-

 

a)   233,204 being the amount calculated by the Council, in accordance with Regulation 3 of the Local Authorities (Calculation of Council Tax Base) Regulations 1992 (as amended) as its Council Tax base for the year.

3  That, assuming that the DCLG makes the necessary order for the creation of the new parish of Alwoodley,  the following amounts be now calculated by the Council for the year 2008/09 in accordance with Sections 32 to 36 of the Local Government Finance Act 1992:-

 

a) £2,381,063,296.49  being the aggregate of the amounts which the Council estimates for the items set out in Section 32(2)(a) to (e) of the Act.

 

b) £1,839,200,000  being the aggregate of the amounts which the Council estimates for the items set out in Section 32(3)(a) to (c) of the Act.

 

c) £541,863,296.49  being the amount by which the aggregate at 3(a) above exceeds the aggregate at 3(b) above, calculated by the Council, in accordance with Section 32(4) of the Act, as its budget requirement for the year.

The Lord Mayor invited Council to agree that following further advice from officers, the pages identified as exempt within the budget documentation be now designated as open and it was

 

RESOLVED – That the pages be now designated as open.

 

Under the provisions of Council Procedure Rule 14.10 Councillor Brett sought leave of Council in moving the motion to make alterations as follows:

 

  • In paragraph 3(e) of the motion to change the reference “2(d)” to “3(d)”
  • The inclusion of the agreed West Yorkshire Fire and Civil Defence Authority precept in paragraph 5 and the inclusion of the proposed West Yorkshire Police Authority precept (these will bring the anticipated overall increase in Council Tax, including precepts, to 4.7%)

  The Lord Mayor having agreed to the admission of the matter as a late item of business under Council Procedure Rule 2.2(f), for reason of expeditiously securing attendance at meetings, it was moved by Councillor M Hamilton seconded by Councillor J Procter and

 

  RESOLVED -  That  Councillor Fox be replaced by Councillor Shelbrooke on the Scrutiny Board (Resources), that Councillor Wadsworth be replaced by Councillor Fox on the Scrutiny Board (Health and Adult Social Care) and that Councillor Shelbrooke be replaced by Councillor Wadsworth on Scrutiny Board (City Development)

 

Also that Councillor Brett be appointed to the West Yorkshire Joint Services Committee.

Suspension of Council Procedure Rules

Minutes:

During the debate under minute 83 above it was moved by Councillor J Procter seconded by Councillor Gruen and

 

RESOLVED – That under the provisions of Council Procedure Rule 22.1, Procedure Rule 3.1(a) and (b) be suspended to extend the period for consideration of this item from 4.45 pm to 5.00 pm.

 

Council Procedure Rule 4 providing for the winding up of business was applied at 5.00 pm, prior to all notified comments on the minutes having been debated.

 

 

(The meeting was suspended at 5.05 pm and resumed at 5.35 pm)

White Paper Motion -Vote of No Confidence in the Administration

“This Council deplores the inefficiencies and ineptitude of the Conservative led coalition."

It was moved by Councillor Atha seconded by Councillor Taggart

 

That this Council deplores the inefficiencies and ineptitude of the Conservative led coalition.

 

An amendment was moved by Councillor Finnigan seconded by Councillor Grayshon

 

DELETE all after “of the” and replace with “Labour led Government”.

 

The  amendment was carried and upon being put as the substantive motion it was

 

RESOLVED – That this Council deplores the inefficiencies and ineptitude of the Labour led Government.

Suspension of Council Procedure Rules

Minutes:

During the debate under minute 85 it was moved by Councillor M Hamilton seconded by Councillor J L Carter and

 

RESOLVED – That under the provisions of Council Procedure Rule 22.1, Procedure rule 3.1(c) be suspended to allow the debate on this item to be concluded.

 

(At the conclusion of the debate under minute 85 the provisions of Council Procedure Rule 3.1(d) were applied. The movers of the remaining motions had also indicated that they wished them to be dealt with without debate)

This Council  resolves that all suitable/appropriate publications of the Council shall  regularly contain a brief article  or notice encouraging  readers to  register  as organ donors  and that the effects and continuance  of this campaign be reviewed after 12 months.

White Paper Motion Submitted under the Provisions of Council (Procedure Rule 3.1(d)) - Availability of Social Housing

This Council rejects the suggestion by Caroline Flint MP, Labour Minister for Housing, that social housing should only be made available to those able to seek work, and reaffirms its belief that social housing should be provided to those in need.
