It was moved by Councillor Ogilvie, seconded by Councillor Harland that under the provisions of Council Procedure Rule (CPR) 22.1 (Suspension of CPRs), that CPR 3.4 (Time Limits for Business) be suspended to provide for at least 3 Labour Group Members and 1 Green Group Member to speak in the debate on the White Paper Motion in the name of Councillor Andrew Carter.

 

 

Upon being put to the vote it was

 

 

RESOLVED – That Council Procedure Rule 3.4 (Time Limits for Business) be suspended to provide for at least 3 Labour Group Members and 1 Green Group Member to speak in the debate on the White Paper Motion in the name of Councillor Andrew Carter.

It was moved by Councillor Campbell, seconded by Councillor Buckley that under the provisions of Council Procedure Rule (CPR) 22.1 (Suspension of CPRs), that CPR 3.4 (Time Limits for Business) be suspended to provide for all speakers listed on the order paper to speak on the White Paper Motion in the name of Councillor Andrew Carter.

 

Upon being put to the vote the motion was lost.

This Council has no confidence in the ability of the ruling administration of Leeds City Council to deliver a coherent and sound Site Allocations Plan at the reconvened examination process.

It was moved by Councillor Andrew Carter, seconded by Councillor J Procter that this Council has no confidence in the ability of the ruling administration of Leeds City Council to deliver a coherent and sound Site Allocations Plan at the reconvened examination process.

 

An amendment was moved by Councillor Campbell, seconded by Councillor J Bentley

 

Delete “This Council” in line one and replace with:

 

“Given the recent consultation document on housing numbers from DCLG and the interim findings of the council’s own review of housing numbers, this council recognises that the core strategy housing targets were wildly inaccurate and therefore”

 

Delete “ and sound” in line two and replace with:

 

“, sound and defendable”

 

A second amendment was moved by Councillor Leadley, seconded by Councillor Finnigan

 

Delete all after “This Council” and insert the following:

 

“is not confident that the ruling administration of Leeds City Council is willing to set aside fully its long?held housing targets, to allow a coherent and sound Site Allocation Plan to be delivered at next year’s re-convened examination.  It instructs the Director of City Development to ensure that a fresh start is made, to allow new housing targets to be matched to a thorough review of housing sites, to reflect the needs of our citizens, not the hollow aspirations and ambitions of land?speculators, bureaucrats, and politicians.”

 

A third amendment was moved by Councillor R Lewis, seconded by Councillor C Gruen

 

Remove all after “This Council” and replace with:

 

“has no confidence in the Conservative government to deliver coherent planning policy or meet the housing needs of the country.

 

“Council notes Conservative government policy has created the perverse situation where it is both failing to provide the housing needed by the people of Leeds and weakening the protection of the city’s green belt and is therefore utterly dysfunctional. 

 

“Council is concerned the government’s consultation document, ‘Planning for the right homes in the right places’, puts forward a top down, one-size-fits all approach that doesn’t reflect local needs, fails to take account of the need for employment land, and does nothing but add to the disgraceful state of national planning and housing policy.

 

“This Council questions why government abolished top-down targets in 2011, only to reinstate them in 2017, and why government has failed to force developers to build much needed new homes once they have secured planning permission.

 

“Council calls once again for a complete overhaul of the National Planning Policy Framework so that the housing desperately needed by the citizens of Leeds can be delivered while balancing the impact of development on existing communities.”

 

A fourth amendment was moved by Councillor M Dobson, seconded by Councillor Field
