To consider the report of the Assistant Chief Executive (Corporate Governance) on an application received seeking to vary the existing Premises Licence held at the Black Bull, Horsforth
(Report attached) Minutes: The Sub-Committee, having regard to the Licensing Act 2003, the Section 182 Guidance and the Authority’s own Statement of Licensing Policy considered an application to vary an existing Premises Licence held at the Black Bull situated at The Green, Horsforth, Leeds LS18 4RH. The applicant sought to extend the hours of operation for licensable activities.
Representations had been received from LCC Health and Environmental Action Services (HEAS) and West Yorkshire Police (WYP) which included measures proposed by them to address the licensing objectives. Those measures, which included amendments to the requested hours of operation, had been agreed by the applicant and the representations had subsequently been withdrawn.

The Sub-Committee heard from Ms Leck who outlined the concerns she had with the variation of licence which had been sought by the applicant. She clarified the precise location of her property in relation to the Black Bull. The Sub-Committee clarified where in the pub the music was played in relation to Ms Leck’s property.
The Sub-Committee then heard from Mr Rees-Gay who was representing the applicant . He outlined the applicant’s extensive experience in managing public houses and cited the low level of complaints that his pubs had received over the years. He stated that the applicant took neighbourly relations very seriously and was willing to resolve any issues relating to noise as a responsible pub operator.
The Sub-Committee carefully considered all the written and verbal submissions. The Sub-Committee were of the view that although there had been incidents of anti-social behaviour in the area, they had not been specifically attributable to the Black Bull.
Members were of the opinion that granting the amended application with conditions would uphold the licensing objectives.
RESOLVED- that the application as amended be granted in the following terms-
- That licensable activities, performance of live music and facilities for making music be limited to 12.30 p.m. on Fridays and Saturdays and the Sundays before Bank Holidays, with non standard timings for New Years Eves.
It was a condition that the sound proofing of the premises offered by the applicant be carried out within 6 weeks of the meeting.
