RESOLVED – Councillor Wilkinson was elected Chair of the meeting.

Appeals Against Refusal of Inspection of Documents

To consider any appeals in accordance with Procedure Rule 15.2 of the Access to Information Procedure Rules (in the event of an Appeal the press and public will be excluded)

There were no appeals against the refusal of inspection of documents.

 

3.

Exempt Information - Possible Exclusion of the Press and Public

 

1)  To highlight reports or appendices which:

 

a)  officers have identified as containing exempt information, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

b)  To consider whether or not to accept the officers recommendation in respect of the above information.

 

c)  If so, to formally pass the following resolution:-

 

  RESOLVED – That the press and public be excluded from the meeting during consideration of those parts of the agenda designated as containing exempt information on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information

 

2)  To note that under the Licensing Procedure rules, the press and the public will be excluded from that part of the hearing where Members will deliberate on each application as it is in the public interest to allow the Members to have a full and frank debate on the matter before them.

"Ask" - Application for the Grant of a Premises Licence, Ask restaurant, Unit C 14-22 Lands Lane, Leeds LS1 6LB pdf icon PDF 37 KB

To consider the report of the Head of Elections, Licensing and Registration on an application for the grant of a premises licence made by Azzurri Restaurants Limited for Ask, Unit C, 14 - 22 Lands Lane, Leeds, LS1 6LB. The premises reside within the ‘Amber Zone’ of the Leeds City Centre Cumulative Impact Area

This application was withdrawn from the agenda prior to the meeting as the applicants and all interested parties had reached agreements on measures suggested in order to promote the licensing objectives of the city. The Premise Licence will therefore be issued by the Licensing Officer in accordance with the agreed conditions.

To consider the report of the Head of Elections, Licensing and Registration on an application for the certification of films proposed to be shown at the Independent Directions Mini-Festival. The event will be held between the 14th and 16th July 2017.

The Licensing Sub-Committee considered the report of the Head of Elections, Licensing and Registration setting out an application received from the Leeds International Film Festival office for the certification of two films – “Brakes” and “Pulse” - proposed to be shown during the Independent Directions Mini-Festival to be held between the 14th and 16th July 2017 at Headrow House, 19 The Headrow, Leeds LS1.

 

Appended to the report was a schedule of the two films requiring certification which included a brief synopsis of the content of each film and a proposed “15” classification.

 

Debbie Maturi and Martin Grund from the Leeds International Film Festival office attended the hearing and provided background information on the development of this new Festival aimed at encouraging 16 -30 year olds into the film industry. It was reported that the two films the subject of the application – “Brakes” and “Pulse” would secure BBFC general classification in due course and were part of a wider programme of films to be shown during the Mini-Festival, which also included a young film makers competition, workshops and masterclasses

 

Members received detailed synopsis of both films and Martin Grund explained certain elements of the BBCF classification guidelines in relation to the contents and themes of films that would secure a “15 classification.”

 

Members of the Sub Committee were shown, at their request, certain scenes from “Pulse” which illustrated the content they had been told about it. 

 

The Sub-Committee having carefully considered the application, the submissions of the applicant and certain scenes viewed from the film “Pulse”.

RESOLVED - That the films outlined in the schedule included in the submitted report and proposed to be shown at the Independent Directions Mini-Festival be classified in accordance with the suggested classifications.
