Councillor Leadley – Agenda Item 7- Leeds Local Development Framework Core Strategy: Issues and Alternative Options- declared a personal interest as a member of METRO which is affected by the scheme (minute 10) refers.

RESOLVED – That the minutes of the Development Plan Panel meeting held on 12th June 2007 be approved subject to the following minor amendment-

-  Removal of the “s” in “Aire Valley Leeds Area Actions Plans” to become “Aire Valley Leeds Area Action Plans” in Minute 1.

To consider the report of the Director of City Development informing of the Core Strategy Development Plan Document, including consultation with the community and stakeholders, and updating on the progress of production of the Development Plan Document.

Members considered a report by the Director of City Development which informed Members of the Core Strategy Development Plan Document, including consultation with the community and stakeholders, and updating on the progress of production of the Development Plan Document.

 

Officers provided the Panel with an update on progress in the preparation of the Core Strategy as part of the Leeds Local Development Framework, and informed Members that there have been significant changes to the previous UDP system with a need for increased spatial planning and a requirement to produce a Key Diagram as part of the Core Strategy.

 

Plans were displayed at the meeting which showed different spatial issues including deprivation, transport, areas of flood risk and distribution of green space.

 

Officers presented the report and plans to the panel. The presentation included the following information:

à  The Leeds Local Development Framework Documents need to be in general conformity with the Regional Spatial Strategy, however delays in the Regional Spatial Strategy process have created challenges in terms of the preparation of the Leeds Local Development Framework.

à  The Issues and Alternative Options Paper received positive feedback during a period of informal consultation. Following this period of informal consultation and further technical work, the Issues and Alternative Options Paper has been revised for further consultation.

à  A sustainability appraisal is required as part of the Local Development Framework. This is currently being prepared.

à  Public consultation is planned for October – November 2007. Consultation events and activities are planned, together with the production of more documents to make the process more manageable.

 

Officers informed the Panel that Table 1 on Page 26 of the Core Strategy should say “21900 to 25200” rather than “21900 to 5200” as shown in the report.

 

Members discussed the following issues in relation to the item:

à  The Leeds Local Development Framework strategy core timetable, the consultation process and the importance of ensuring public engagement via Area Committees, Neighbourhood Forums and Ward Members.

à  The need for public consultation early in the process, prior to the site allocation stage.

à  The importance of waste management as a planning issue.

à  The relationship between housing requirements and strategies with the Leeds Local Development Framework, and the role of Social Housing to the Framework.

à  The classification of District and Local Centres within the Core Strategy

à  The importance of public transport, and the structuring of the questions within the consultation document in relation to this.

à  The definition of the Leeds Rim and the importance of ensuring it is accurately portrayed in the literature.

à  The definitions and representations of areas covered in the scenario diagrams.

 

Members noted that a Briefing Session for Members on issues and strategy documents relating to the Leeds Local Development Framework would be held on 27th September 2007 at 10.00 a.m. at Civic Hall.
