The Consideration
Sub-Committee is appointed by the Standards Committee. The
Sub-Committee is comprised of Leeds City Councillors, Parish
Councillors and Independent people who have no direct connection
with the Council. The Sub-Committee is always chaired by an
Independent Member.
The Consideration Sub-Committee is responsible for
receiving and considering completed investigation reports in
relation to Code of Conduct complaints. If the investigator has
concluded that there has been no breach of the Members’ Code
of Conduct, the Consideration Sub-Committee can decide to agree
with the investigator, or to refer the case for a hearing by the
Standards Committee – Hearings Sub-Committee or the Adjudication Panel for England. If the
investigator has concluded that there has been a potential breach
of the Members’ Code of Conduct, the Assessment Sub-Committee
can decide to refer the case for a hearing by the Standards
Committee – Hearings Sub-Committee or the Adjudication Panel
for England.
These decisions will be conducted in public meetings,
unless it is not in the public interest for certain information
regarding the case to be revealed. Agendas and minutes will also be
available in relation to these meetings.
