The Standards and Conduct Committee have
appointed a Consideration Sub-Committee to consider and determine
written allegations that a member or co-opted member of Leeds City
Council has failed to comply with the authority’s code of
conduct. Following a determination of
whether or not a member or co-opted member of Leeds City Council
has failed to comply with the code of conduct, they also consider
whether or not further action might be necessary and can make
recommendations on the form of action.
The Sub-Committee is also responsible for the
consideration and determination of written allegations against
members and co-opted members of Parish and Town Councils in the
Leeds area, although it is up to the Parish or Town Council to
decide whether further action might be necessary and what form this
action would take.
The membership for each meeting of the
Sub-Committee will be made up of three members of the Standards and
Conduct Committee, one of whom must be from the same political
group as the subject Member (wherever possible), but not all of the
Members will be from the same political group. The Chair will be elected from among the
membership at the beginning of the meeting, but cannot be from the
same political group as the subject Member.
If the complaint relates to a Parish or Town
Councillor, one of the co-opted Parish Members will be invited to
attend the Sub-Committee meeting. The
Parish Member will not be entitled to vote at the meeting, but will
be entitled to speak at the discretion of the Chair.
