Decision:

The Chief Officer (Highways and Transportation):

i) noted the contents of this report and associated risk assessment and option appraisal for the management of high wind events in the vicinity of the Bridgewater Place building at the junction of Water Lane / Neville Street / Victoria Road junction;

ii) approved in principle the recommended proposals for an HGV ban and ancillary signing to provide permanent warning signs for an advisory diversion to other high-sided vehicles, buses, motorcyclists and cyclists on windy days as outlined in Section 3.1 and indicated on drawing no. TMS_10.1_1080.3 at an estimated cost of £75,000;

iii) gave authority to implement the works as set out in Section 3.1;

iv) gave authority to incur expenditure of £61,000 works costs, £2,000 legal costs and £12,000 staff fee costs, fully funded from the Traffic Management Capital Programme 2013/14; and

v) advertised a draft 7.5t HGV ban as shown on drawing number TMS_10.1_1080.3 and if no valid objections are received to the Orders to make, seal and implement them.
