To receive and consider the attached report of the Head of Elections, Licensing and Registration regarding an application for the renewal of a Sex Establishment Licence for Liberte, 10 York Place, Leeds, LS1 2DS

Minutes:

The report of the Head of Election, Licensing and Registration presented an application for the renewal of a Sex Establishment Licence for Liberte, 10 York Place, Leeds.

 

Members were asked to consider renewal of the licence that had expired with effect from 30 September 2016 and to also approve the external appearance of the premises and all advertising material used to promote the premises.

 

A representation had been received from Support After Rape & Sexual Violence Leeds (SARSVL) raising objections to the application.  There had not been any complaints with regards to the operation of the premises and there had not been any police objections to the application.

 

The applicant’s representative addressed the Sub-Committee.  Issues highlighted included the following:

 

·  Pictures of the exterior to the premises had been provided.  There had not been any changes since the license was last renewed.

·  It was felt that the objection from SARSVL was more directed towards Council policy and an objection to all sexual entertainment in Leeds.

·  There had not been any other objections to the application.

 

In response to comments and questions from Members, the following was discussed:

 

·  With regards to the objections regarding advertising material produced it was reported that this was what had been previously approved by the licensing authority.  Members were shown examples of advertising material and the menu and price lists that were only available inside the premises.  The applicant would be willing to comply should the Sub-Committee feel it necessary for any promotional literature to be amended.

·  The signage outside referred to the premises as a Gentleman’s Club.  There had not been any alterations since the last renewal of the license.

 

The Licensing Sub-Committee carefully considered the report of the Head of Elections, Licensing and Registration, the statement of Licensing Policy and the application itself.  It also considered the representations made in objection to the application and those of the applicant’s representative both in writing and at the hearing.

 

RESOLVED – That the application be granted as applied for.
