Purpose of committee

The Assessment Sub-Committee is appointed by the Standards Committee. The Sub-Committee is comprised of Leeds City Councillors, Parish Councillors and Independent people who have no direct connection with the Council. The Sub-Committee is always chaired by an Independent Member.

 

Role of the Committee

 

The Assessment Sub-Committee is responsible for receiving any allegations of misconduct made against Leeds City Councillors or Parish and Town Councillors in Leeds, and making a decision about whether these allegations require any further action.

 

The Assessment Sub-Committee can resolve to do any of the following:

·  To refer the complaint to the Monitoring Officer for investigation or other action;

·  To refer the complaint to the Standards Board for England; or

·  To take no action in respect of the complaint.

 

These initial assessment decisions must be conducted in closed meetings. They are not subject to the notice and publicity requirements under Part 5 of the Local Government Act 1972.

 

Further information

 

Once a complaint has been considered the Assessment Sub-Committee is required to produce a written case summary detailing:

 

·  The main points considered;

·  The conclusions on the complaint; and

·  The reasons for this conclusion.

 

These case summaries will be available for public inspection at the offices of the authority for six years after the meeting when the complaint was considered.

 

The Assessment Sub-Committee has no fixed membership and no fixed Chair, but will include one Independent Member, two Leeds City Councillors and one Parish Councillor (where Parish matters are being discussed) comprised from the Committee membership of the Standards Committee.
