This page lists the key decisions due to be taken within Leeds City Council over the next few months. Details of each key decision will be published below at least 28 clear days before the decision is due to be taken

What is a 'Key Decision'?

A key decision is an executive decision which is likely to:

  • result in the Authority incurring expenditure or making savings over £250,000 per annum, or
  • have a significant effect on communites living or working in an area comprising one or more wards.
  • Article 13 of the Council's Constitution provides more details about which decisions will be treated as key decisions.

    How to get more information about a particular key decision

    The agenda papers for Executive Board meetings, and the documents being considered by officers taking key decisions, are available five working days before the decision will be made through the Council's website.

    The contact details of a lead officer are provided for each key decision listed below. Please contact the lead officer directly if you wish to obtain copies or extracts of any other listed documents, or if you wish to receive details of further documents as they become available. Sometimes the papers you request may contain exempt of confidential information. If this is the case, the lead officer will explain why it will not be possible to make copies available.



    Forthcoming Key Decisions

    16/02/2018 - Emergency satellite provision to accommodate 'bulge' cohorts at Shakespeare Primary

    In order to address the pupil place shortage in the Gipton and Harehills ward it is necessary to implement a capital project to establish provision for in excess of 160 pupils places.  As such a proposal has been developed to place pupil’s on-roll at Shakespeare Primary and accommodate them in a satellite provision located out of the nearby Bridge Street Community Church.  To achieve this within the limited timescale available it is necessary to implement the following:

     

      Issue a letter of intent to Bridge Street Church by close of play Friday 16th February notifying our intent to pursue these works in lieu of a formal lease being in place.

      Establish and sign a lease between Leeds City Council and Bridge Street Church for the areas to be utilised by Shakespeare Primary School, with affect from circa February 19th 2018.

      Fund the necessary construction works to allow the vacant facilities at Bridge Street to be utilised for this purpose, noting that the accommodation has been stripped internally in anticipation of future development.  With a view to these works being completed for April 16th 2018, noting that suitable alternative space will be provided by Bridge Street Community Church in the intervening period.

      Approve a maximum funding envelope of £500k to facilitate these works and establish provision for six classrooms, welfare and staffing requirements.

      Note that the funding of the aforementioned works is in lieu of rental, utility and staffing charges (with respect to Bridge Street Community Church) and includes regular access to the necessary pre-existing external play facilities locate on this site as well as use of the Church car park by school staff.

    15/02/2018 - Housing Leeds 2018/19 Capital Refurbishment Programme - Authority to Spend Approval

    The Director of Resources and Housing is requested to authorise Capital expenditure for 2018/19 which is part of a 3 year programme approved by Executive Board on 7th February 2018 and which will be ratified by full Council on 21st February 2018

    14/02/2018 - Extension of cooperation agreements with Area Inclusion Partnerships for 2018-19

    The decision to extend these cooperation agreements falls within Clause 1.5.2 of the Contract Procedure Rules as it is a cooperation between public bodies and falls outside of the Public Contract Regulations pursuant to Regulation 12(7). Therefore it is not a procurement for the purpose of the Contract Procedure Rules.  This is a key decision because the value of the extensions is over £250k per annum.

    13/02/2018 - Call off from Cirrus Materials Framework - Managed Store for Leeds Building Services - Non-housing materials.

    Authority is requested to call off from the Cirrus Materials Framework to award a contract for a Managed Store to supply materials for primarily ‘non-housing’ works.

    The estimated value of the contract will be for £3.5m per annum.  This contract will run for 12 months with 2 x 6 month extension options at the sole discretion of the Council.

    07/02/2018 - Adult Social Care Third Sector Grants Schedule 2018/19

    02/02/2018 - DIS Corporate Applications Portfolio Programme

    Incur capital expenditure of £1,991,400 on Phase 1 of essential work required to the Council’s 251 key business applications and 000’s of Access databases to ensure they are complaint with legislation (GDPR, PSN and PCI) corporate ICT infrastructure upgrades (ESP) for 2018/19.  This significant investment in the Cyber agenda will help ensure that the ongoing threat to our information and systems is minimised.  Expenditure will allow the council to retire and replace end of life and non-compliant critical corporate reporting capabilities as well as ensuring council applications will run successfully on the new Windows 10 operating system being implemented under the Essential Services Programme (ESP).  It will also allow the council to have a planned programme of application consolidation, refresh and retirement which will afford the potential for financial savings in hardware, software, support and maintenance costs.
