The Director of Resources and Housing approved proposal to convert a Youth Mediator post to LCC T&Cs and change job title to Housing Advisor (Young People)
Delete 1 Youth Mediator post and create additional Independent Living Officer post.

The Director of Communities and Environment has approved an increase in Lotherton pricing from 1st January 2018.

Having completed an evaluation of available solutions on the Digital Marketplace, the Head of Elections, Licensing and Registration approved the award of a contract to the preferred supplier – ERS Group (Xpress Software Solutions).

Appendix 1 to this report has been marked as exempt under Access to Information Procedure Rules 10.4 (3) on the basis that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information) which, if disclosed to the public, would, or would be likely to prejudice the commercial interests of that person or of the Council. The information is exempt if and for so long as in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information. In this case the report author considers that it is in the public interest to maintain the exemption

The Director of City Development is recommended to:
1. Approve the authority to spend of £137.3k for the removal of asbestos and associated delay penalties at Aireborough Leisure Centre;
2. To note that the Chief Officer for Culture and Sport is responsible for the implementation of these proposals.

The Director of Resources and Housing has approved the suspension of lettings, removal from charge and full demolition of 4 garages at Mill Pit Lane and declared the site surplus to departmental requirements.

The Director of Resources and Housing agreed to grant authority to enter into the WYCA grant agreement for the partial funding of the Holbeck Group Repair Scheme for a value of £1.5m.

The Director, Resources and Housing, approved the adoption of a new Civil Penalty Policy and amendments to the Councils’ Private Sector Housing Enforcement Policy.

The Chief Officer Employment and Skills:
• Approved the award of a low value contract in accordance with Contract Procedure Rules (CPR) 7 and, the invocation of CPR 7.1 to appoint J2Profit to undertake a destination survey of learners on the Council’s Adult Learning Programme.
• Authorised expenditure not exceeding £10,000 to J2Profit to carry out this work. The costs to be fully met from the Council’s externally funded Adult Education Budget.

To retender through a full procurement process for a EAP contract starting from 1st April 2018 to 31st March 2021 with 2 further 12 month extensions where required to provide Leeds City Councils requirement for employee assistance including counselling.

The Chief Officer Employment and Skills:

• Waived CPRs 8.1 and 8.2 (need for competition and invitation of tenders for an intermediate value procurement) and award a contract to the Ahead Partnership to deliver a High Speed Rail Schools Engagement pilot project
• Allocated funding of £18,000 from the Employment and Skills Strategic Account to the contract.
• Noted that the Head of Employment Access and Growth will be responsible for the implementation of this decision.

Following the completion of a procurement exercise the Chief Officer Customer Access approves the award of the contract for an Advice Service for Leeds to Citizens Advice Leeds Consortium.

The new contract, effective from 1st April 2018, will initially be for 3 years followed by annual extensions, if funding is available, and the service is still demonstrating that they are providing a quality service which is value for money.

To seek approval from the Director of Public Health to award the contract for the Mentally Healthy Leeds service to Touchstone following the conclusion of a procurement exercise.
The mobilisation of the new service will commence on 2nd January 2018 and that the new services are in place and operational from 1st April 2018. The contract will be for 3 years (with up to 2 years further extension provision) and the total value over 3 years is £881,923.06.

The Deputy Director, Children & Families approved the waiver of Contract Procedure Rules 8.1 and 8.2 and make a direct approach to SLA On-line (Frontline Data Ltd) to develop and license our LRPC website.

The Deputy Director of Children & Families approved invocation of contract procedure rule 21.1 to extend the contract for a period of 12 months for the provision of the Leeds Children's Rights & Advocacy Service.

The Chief Planning Officer has given approval to waive Contract Procedure Rules relating to orders over £10k, to permit the appointment of consultants for a review of potential contaminated land relief, relating to the Thorp arch appeal.

The Chief Officer Parks & Countryside has approved the temporary outsourcing of small arboricultural contracts until a full Framework Agreement is put in place to manage any future arboricultural contracts. In particular to award a contract to Tree Saw – Professional Tree Surgeons in the sum of £5810.00 The contract shall commence on the 7th December 2017 and expire on the 8th December 2017, with the option to extend for a period of 4 days to 12th December 2017.

The Chief Officer Culture and Sport has agreed to award the supply of bulk gas to Thwaites Mill to Calor Gas instead of the framework supplier.

The Chief Planning Officer has:

• Agreed the modifications recommended by the Examiner

• Agreed that the draft Holbeck Neighbourhood Plan proceeds to referendum

The Director of Adults and Health approved:

• the award of the Healthwatch Leeds contract to Touchstone, with effect from 1st April 2018 (subject to the agreement and completion of an improvement plan during the first 12 months of the contract period), for a period of five (5) years with an option to extend the contract for a further period of up to 36 months at the value of £374,400.00 per annum, with the extension option being subject to a further delegated decision at the appropriate time.

• Note; the commissioning manager together with the PPPU and contract manager will implement the decision through the issue of the letter of award of contract to Touchstone.

The Director of City Development has approved the sub-delegation scheme attached as Appendix 1 to the attached report.
The fact that a function has been delegated to an officer does not require that officer to give the matter his/her personal attention and that officer may arrange for such delegation to be exercised by an officer of suitable experience and seniority.

The Chief Officer Civic Enterprise Leeds approves the award of the contract
for the Supply and Maintenance of Firefighting Equipment and
Evacuation Chairs from 1st January 2017 to Churches Fire Security Ltd.
The contract will be for five years with break clauses and will have an
annual value of £130k.

The Director of City Development has noted the contents of this report and approved as the response to the deputation.

The Chief Officer, Culture and Sport is requested to approve the extension of this contract for the permitted 12 months as stated in Contract Procedure Rules 21.1

The Deputy Director, Children & Families approved the award of a contract to TAAS Ltd consortium for the provision of an Appropriate Adult Scheme for West Yorkshire. The contract will be for 3 years; commencing on 1st April 2018, expiring on 31st March 2021. The value of the contract is £106,261 p.a. The value of spend for Leeds is a maximum of £39,708 p.a. The contract will be for three years so the maximum contract value over the life of the contract will be £318,783. There are two 12 months options to extend the contract.

The Head of One Adoption West Yorkshire approved the waiver of Contracts’ Procedure Rules 8.1 & 8.2 (intermediate value procurement) in order to enter into a 1 year contract with Cornerstone for the value of £27k per annum.
