The Deputy Chief Executive is requested to:

1. Approve the injection of an additional £95k, funded from prudential borrowing, into capital scheme 16504 PH2 to support the conservatory and toilet block refurbishments.

The Chief Officer Parks and Countryside is requested to:

2. Approve additional authority to spend of £95k on capital scheme 16504 PH2 for the conservatory and toilet block refurbishments, which will bring the total ATS to £710k.

The Director of Children's Services agreed to give approval for:
* three months notice to be issued to Barnardo's and for the Supported Lodgings scheme and Adoption Supported Lodgings scheme to be brought in-house. Payments will be increased to these providers to bring them in line with staying put level 1 foster carers. Detail of this change will be finalised before the service comes in-house on 1st December 2014.
* a process to be undertaken to TUPE transfer staff involved in the delivery of these services from employment of Barnardo's to Leeds City Council as appropriate based on relevant legal and HR advice.

The Director of Children's Services agreed to:
* note the negotiations held with solicitors acting on behalf of E-ACT and White Rose;
* give authority for the following documents and agreements to be executed and completed to enable Leeds West and Leeds East Academies to transfer from E-ACT to White Rose Academies Trust on 1st September 2014:
* Deeds of novation for both the Leeds East and Leeds West Academy Development Agreements
* Deeds of novation of the design and build contracts for both the Leeds East and Leeds West Academies
* Deeds of novation of the parent company guarantees relating to the design and build contracts for both the Leeds East and Leeds West Academies
in each case on terms and conditions approved by the Built Environment Programme Manager.
* give authority to the Built Environment Programme Manager to perform or further delegate the performance of any other necessary action (including but not limited to the execution and completion of any documentation) required to be taken to effect the transfer.

The Director of City Development has approved the waiver of Contracts Procedure Rule(s) 9.1, and 9.2 to award a contract to Sustrans in the sum of £394,860.

The Director of Environment and Housing agreed to proceed with the implementation Restructure for Environment and Housing Information Management and Technology (IM&T) Restructure 2014

The Director of Children’s Services:
1. Authorises officers to place an order with Portakabin to the value of £723,042 for the materials required to construct the modular building for the Basic Need new build expansion of Asquith Primary School under the terms of the Principal Agreement, but prior to completion of the Principal Agreement variation.

2. Notes the programme dates identified in section 3.2 of this report in relation to the implementation of this decision. The final delivery date for the scheme is February 2015.

The Director of Environment and Housing agreed to
Consider and sign the Form 5 (Variation at Tender Stage) at Appendix 1;

Approve an additional £26,846 of HRA capital to enable the delivery of the Little London Neighbourhood Housing Office at a total revised cost of £291,546;

Note that a Tender Acceptance Report will be prepared requesting an award of contract to Wates Construction Ltd for the new build community centre, new build neighbourhood housing office and new build primary school expansion;

Note the Deputy Chief Executive’s consideration of Form 5 (Variation at Tender Stage) will be required following Director approval, in accordance with Financial Procedure Rule 4.1b.

The Director Environment and Housing agreed to the proposed increase in the daily charge from £5.00 to £5.50 with effect from 1st September 2014

The Director of Environment and Housing approves the award of this contract to Jennings Roofing Ltd., for the tendered sum to re-roof 76 dwellings within the Belle Isle Tenant Management area.

The Chief Officer CEL, approved the request to award a call- off contract from the Taxi and Private hire framework for :-
The provision of home to school transport for children and young people who attend Elmete BESD from September 2014.

The Director of Environment and Housing agreed to proceed with the implementation of phase 3 of the Housing Management Restructure (for PO4 posts and below) following the return of the Housing Management function into the Council.

The Chief Asset Management and Regeneration Officer has approved the terms for the acquisition for the house at 24 Sissons Crescent.

The Chief Asset Management and Regeneration Officer granted approval to a recommendation that: (a) Terms provisionally agreed for the renewal of the lease of the subject property be approved, and (b) The Head of Property Services be granted ‘delegated authority’ to approve any future lease renewals and or new lettings.

The Chief Asset Management and Regeneration Officer has approved the terms for the acquisition of the house at 78 Summerfield Place.

The Chief Asset Management and Regeneration Officer has approved the terms for the acquisition of the house at 2 Owlcotes Terrace.

The Chief Asset Management and Regeneration Officer has approved the terms for the acquisition for the flat at 20 Lincombe Drive.

The Chief Asset Management and Regeneration Officer has given approval that the Council’s land at Well Lane be advertised for sale on the open market through expressions of interest and invitation of offers.

The Chief Planning Officer has approved the City Council’s response to the Pre-Submission Draft Linton Neighbourhood Plan.

The Head of Service, Strategic Development and Investment agreed to:
* authorise expenditure of £120, 132 from Capital Scheme Number 32178/000/000 pertaining to the remodelling of accommodation on the fourth floor at Corpus Christi.
* accept the tender for the sum of £112,983 for the aforementioned works through Leeds LEP's Construction Partner, Interserve Construction Limited.
* note that the works are to be awarded through the LEP's supply chain under their exclusivity rights for works at secondary schools.

The Chief Officer approved the resubmision of a council wide contracts for the supply and delivery of frozen foods. This is due to affordability criteria within the orginal tender submissions.

In accordance with the authority delegated to him by the City Solicitor under Article 15.2, the Head of Govrenance Services (acting as Deputy Monitoring Officer) has amended the the Access to Information Procedure Rules, as set out in the attached report.

The Director Of Resources has approved the award of contract to:
• G W Tyres for grounds care vehicles on a fixed price basis.
• Riverside for light vehicle tyres up to 17.5 inch wheel size on pay as you go basis.
• G W Tyres for heavy vehicle tyres over 17.5 inch wheel size on pay as you go basis.
The contract is for 2 years commencing September 2014 with the option to extend for a further 2 X 12 month periods.

Following a successful procurement exercise in which Willmott Dixon came first for both cost (40%) and quality (60%), the Director of Environment and Housing agreed to award the contract for the Installation, and then operation for a period of 2 years, the Clyde Court, Clyde Grange and Phil May Court biomass district heating network.

The Chief Officer approved the extension of a council wide contracts for the supply and delivery of frozen foods to JJ Foodservice until 4 January 2015.

The Chief Officer, Partnership Development & Business Support agreed to:
* waive contract procedure rule 8.1 and 8.2 to award a contract to Basis for the provision of the CSE training for 2 years at a total cost of £16,500. The contract shall commence on the 1st September 2014 and expire on the 31st August 2016; and
* approve the payment in advance for this contract.

The Director of Environment and Housing agreed to the transfer of 5 Hillcrest Avenue LS7 4DR to Housing Services to be let as part of the Council housing stock. This will include a void cost of £14,852.

Chief Officer for Parks and Countryside is agreed
• To approve the authority to spend £200k within the above capital scheme.
• Provide authorisation to instruct procurement to start the tender process.
• The contract shall be awarded on a 25:75 price:quality split. While this is in variance to the requirements of CPR 15.2 which recommends the pricing element should comprise a minimum of 40% of the evaluation criteria, the rationale behind a 25% price element is due to the use of a two-stage tender, meaning this first stage shall only be assessing the tenderer on the price they provide for completing a condition survey of the aquarium, and designs for the aquarium.

Chief Officer for Parks and Countryside :
.1. Approved the injection with authority to spend of £95k into capital scheme 16504 PH2 for site development works that are separate to the development of the conservatory / toilet extension and the aquarium.
.2. Approved an extension of the Authority to Spend on the conservatory and toilet block extension from £ 507k to £520k which is an increase of £13k transferred from the parent scheme 16504 000.

The Chief Officer CEL, approved the request to award two call- off contracts from the Taxi and Private hire framework for :-
1) The provision of home to school transport for children and young people who are looked after, in the south of the city to Easy Travel.
2) The provision of home to school transport for children and young people who are looked after, in the east of the city to Wheels Private hire.

The Director of Children's Services agreed to the following:
* To continue the work developed during the child-minding pilot and mainstream the service across the city.
* To expand the work of the support care fostering scheme and to expand this together with the child-minding scheme across the city.
* The fostering service will provide governance for the service, with a multi-agency steering group to be established to review progress, monitor outputs and prepare reports.
* To increase staffing in the fostering service with one supervising social work post to support the expansion of the support care and child-minding project across the city.
* Additional child-minders and foster carers to be recruited to form a city-wide provision of child-minders and support care foster carers.

The Chief Officer, Access & Care, approved the contents of a report regarding a care plan in respect of a person with complex care needs, the individual cost of which is £187,461 per annum.
It is considered in the public interest that information contained in the report is exempt from publication as it relates to a vulnerable citizen of the City and the actions being taken to enable that person to live independently in a safe environment.

The Director of Children's Services approved the waiver of contract procedure rule 31 and allow the Family Information Service to use an external print provider, Duffield's Printing Ltd, rather than the internal print unit.

The Deputy Chief Planning Officer has approved the Planning Statement to assist in the disposal of the site.

The Director agreed to proceed
• with deconversion of a former 2 bed wardens flat and neighbouring bed sit property into two one bedroom flats –with properties to be taken out of charge for period of works.
• with the partial conversion and refurbishment of an unused sheltered communal area into a new, smaller communal area and one bed property.
• with a major adaptation removal - 32 West Grange Road, Belle Isle, LS10 3AW with the property to be taken out of charge for period of works.

The Chief Officer Property and Contracts agrees to delcare the land adjacent to 21 North Parade surplus to departmental requirements on terms to be agreed by the Director of City Development.

The Chief Officer of Property and Contracts agrees to lease the land off Margetson Road to Drighlington Parish Council for use as allotments.

The Chief Officer Property and Contracts approves the utilisation of the Greendeal Eco Framework in place with Leeds City Council to procure a contractor for the district heating scheme.

The Chief Asset Management and Regeneration Officer gave approval to terms of lease of property to Joanna Leeds for six years.
