In accordance with the Council’s
decision making processes, the approval to procure via a mini
competition process from this Framework Contract was taken as a Key
Decision and included on the List of Forthcoming Key Decisions on
15th August for a period of 28 days. This Key Decision is subject
to Call In.
The Terms and Conditions of the Framework Contract allowed for
either direct call off from the framework or award via a mini
competition exercise. Further to discussions with Procurement, it
was agreed to make a direct award. However, following an initial
evaluation on both price (70%) and quality (30%), it is apparent
that there is little to differentiate between the suppliers on
quality, while the best priced supplier is offering only a marginal
improvement on the rebate rates that the Council currently
receives.
It is therefore proposed that the Council tests the competitiveness
of the suppliers under a mini competitive process. This will be
conducted in line with the terms and conditions of the framework
agreement. Following the award of the contract under this mini
competition process, a period of transition will be required in
order to exit from one supplier and migrate to the new supplier. It
is therefore proposed that a further short term contract is awarded
to Barclays from 10th October 2014 to 31st March 2015 to allow for
this transition to be carried out in a planned way, ensuring that
ICT issues are addressed and that there is sufficient time to train
and communicate with card users across the council.

The contract for a purchasing card provider was awarded to Barclaycard Commercial from 1st October 2010 for a period of 3 years and 4 months until 31st January 2014 with no extension periods.
The Crown Commercial Service commenced a multi lot procurement process for the e Purchasing Card Solution (ePCS), and this was due to have been completed in October 2013. This will result in a framework contract from which the UK Public Sector, including Local Government, will be able to award contracts for ePCS. However, this process has not yet been completed. A waiver has therefore been approved and a short term contract has been awarded to the current supplier until 9th October 2014, by which point the framework contract will have been awarded by Crown Commercial Services. Once the framework contact is in place the council will then be able to undertake a mini competition process in order to award a contract to a preferred supplier.
Therefore, this report seeks approval to procure a Purchasing Card supplier in a mini competition process from the Framework Contract.
It should be noted that Leeds City Council has been involved in the tender evaluation process for the framework contract. This provides assurance that the framework contract meets the requirements of the Council.

The Director of Environment & Housing approved the invocation of Contracts Procedure Rule 21.1 to enter into a 12 month contract extension with DISC and CRI for provision of the DIP/IOM services pending the outcome of the offender review.
The extension period for both contracts will run from 1st October 2014 to 30th September 2015 with no further option to extend. The cost for each service will be:
CRI - DIP/IOM Service£728,678 (comprising £114,178 E&H, £614,500 PCC/PH)
DISC - DIP/IOM Service £466,629 (comprising £99,344 E&H, £367,285 PCC/PH)
The combined total contract value for the 12 month period of these extensions is therefore £1,195,307.
Further work will be undertaken with providers and key partners during the extension period in order to respond to new and emerging priorities for the provision of DIP/IOM locally. Proposals for the remodelling and/or re-commissioning of these services will be the subject of a further report.
