The Head of Governance Services, as deputy Monitoring Officer, has approved amendments to the Constitution as detailed in the attached report and shown on the relevant appendices.

The Director of Environment and Housing agreed to approve the write off of irrecoverable Former Tenants Arrears in the sum of £109,359.82 represented by 326 accounts for Housing Leeds West and North West area.

The Director of Adult Social Services approved the recommendation for the transfer of staff who deliver facilities management services within Care Delivery to CEL (Civic Enterprise Leeds) by the end of May 2015.

The Head of Service – Care Services will implement the decision.

The Leader has decided to adopt the Executive Arrangements detailed in the report and appendices attached.

The Director Environments and Housing agreed to the extension of the contract for domestic pest control with Mitie from 01/06/15 to 31/12/15

The Chief Officer Parks & Countryside approved the temporary outsourcing of small arboricultural contracts until a full Framework Agreement is put in place to manage any future arboricultural contracts. In particular to award a contract to M. Rhodes Timber Contractor in the sum of £1800. The contract shall commence on the 26th May 2015 and expire on the 29th May 2015, with the option to extend for a period of 4 days to 2nd June 2015.

The Director of Adult Social Services approved the recommendation to award the linen and laundry contract to Central Laundry Services

The Director of Adult Social Services approved the recommendation to establish a permanent Senior Social Worker (PO3) post for travel reviews and arrangements.

The proposed timescale for the implementation of the decision is with immediate effect.
The Head of Service, Transformation will implement this decision directly after it has been taken, subject to the necessary clearance process being completed.

The Director of Environment and Housing agreed to approve the revised structure in the Housing Contracts Service within Property and Contracts Housing Leeds

The Chief Information Officer has approved the waiver of contract procedure rule 9.1 and to enter into a contract with ESRI UK Ltd for the provision of an Enterprise Agreement for the Council’s GIS estate.

The Area Head of Targeted Services (ENE) agreed to publish the attached record of decisions made in April 2015.

The Deputy Director, Learning agreed to the proposed changed to music centre fees for implementation in September 2015 as set out in appendix 3 of the attached report.

The Chief Officer Property and Contracts has approved the principle of granting the leaseholder of flat A Allerton Lodge a supplemental lease for the garage plot highlighted in brown on the attached plan and associated vehicular access rights.

The Chief Officer of Property and Contracts approved the recommendation that the land adjacent to the former Lofthouse library is sold to the owner of the library.

The Chief Officer of Property and Contracts approved to grant Guiseley ARFC a lease for land at Tennyson Street, highlighted on the attached plan for the purpose of building changing facilities for their club members and to formalise the use of their existing changing facilities.

The Chief Officer Property and Contracts approved the request to declare the land to the rear of 28 Kent Road, Pudsey, surplus to departmental requirements for the purpose of selling the land to the adjoining owner subject to Local Ward Member support for this proposal.

1. As part of Public Health’s £200,000 recurrent winter wellbeing fund (i.e. Cold Weather Plan funding), £100,000 has been allocated to provide heating repairs and improvements along with small scale energy efficiency measures and (face to face) advice to vulnerable households, in order to improve health and wellbeing and reduce cold related ill-health and fuel poverty.

2. This funding has previously (2013/14 and 2014/15) been awarded through short-term contracts with local third sector organisations (Care & Repair and Groundwork) with a track record of effective service delivery in Leeds.

3. A Market Sounding Exercise was undertaken during September/ October 2014, to assess the capability and experience of providers which showed interest to provide the service we intend to commission. The exercise indicated that even though the market is limited it has demonstrated that a procurement exercise can be undertaken.

4. To ensure that we are obtaining best value and quality for Leeds, it was decided to undertake a full procurement of the service for a three year contract, commencing 1st October 2015, with an option to extend for a further 2 x 12 months, subject to available funding.

5. In order to reduce fragmentation, and increase quality, co-ordination and scale of assistance offered to vulnerable householders across Leeds, a joint commissioning approach with Leeds CCGs was agreed. South & East CCG confirmed it will contribute £80,000 per contractual year and North CCG will contribute £50,000 for Year 1 only.

6. The two CCGs agreed for these allocations to be administered and performance managed by Leeds City Council, which will be specified in Section 256 agreements, instead of CCGs grant-funding similar work independently which is what happened over the previous two years.

The Director of Environment and Housing approved the creation and recruitment of a Prevent Support Officer on a fixed term basis. This posts will be fully funded via the Home Office Prevent Co-ordinator Grant.

The Chief Officer Waste Management agreed to novate contract YORE- 97BRQH (Re-use Furniture Software and Hardware) to Art Dynamics Limited

In June 2014, Executive Board agreed to allocate £3m of Housing Revenue Account funds to deliver an Environmental Improvement Programme (EIP) to improve the quality of the Council’s housing estates.

Additional officer resource is required which will be used to co-ordinate the EIP and support Council services with the delivery of the schemes.

The Director of Environment abd Housing agreed to recruit three temporary 12 month postitions – a PO2 Senior Project Officer and two SO2 Project Officers at a total cost of upto £112,070. The temporary posts will be funded through the programme budget.

The Director of Environments and Housing agreed to note the outcome of the Procurement evaluation, and the attached report and agreed to the appointment of Capita as the contractor to provide the Required Services (as defined in the attached report) (and other ancillary services).
