Decisions

The Chief Officer (Highways and Transportation):
i) noted the principles of the highway works as outlined in Section 6.2 and shown on Drawing Numbers 7029/020 Rev C and 7029/021 Rev C as shown at Appendix 3 of this report;
ii) gave authority to negotiate the terms of and enter into an agreement with the developer under the provisions of Section 278 of the Highways Act 1980; whereby the works associated with the development are carried out by this Council at the cost of the developer;
iii) gave authority to incur expenditure of £53,000 works costs, excluding any statutory undertakers costs; and £20,000 staff fees to be fully funded by the developer through the S278 Agreement;
iv) requested the City Solicitor to advertise a notice under Section 23 of the Road Traffic Regulation Act 1984 for the implementation of a formal pedestrian crossing on Spofforth Hill; and
v) gave authority to carry out the detailed design, tender and implement the works as set out in Section 6.2.

The Chief Officer (Highways and Transportation):

ii) approved the proposal at the total cost of £250,000 ( £145,000 to be spent in 2016/17 and £105,000 in 2017/18 ); and
iii) gave authority to incur expenditure of £210,000 works costs and £40,000 staff costs, to be funded from the LTP Transport Policy Capital Programme (100% Government grant funding ).

The Chief Officer (Highways and Transportation):
i) noted the contents of this report;
ii) authorised the detailed design and subsequent implementation of a scheme to alter the footway and parking area on Cherry Row in the Burmantofts’ area as shown on drawing TM-7-2643-01-02; and,
iii) requested the City Solicitor to advertise a draft Traffic Regulation Order to introduce various waiting restrictions in the Burmantofts & Richmond Hill Ward relating to this scheme and any other Traffic Regulation Order amendments in the locality, and, if no valid objections are received, to make and seal the Order as advertised; and
iv) approved an injection of £26,000 into the Capital Programme to be fully funded from private developer contributions; and,
v) gave authority to incur expenditure of £26,000 comprising £19,000 works costs, £3,000 legal fees and £4,000 staff fee costs, all to be fully funded from private developer contributions.

ii) gave authority to negotiate the terms of and enter into an agreement with the developer under the provisions of Section 278 of the Highways Act 1980; whereby the works associated with the development are carried out by this Council at the cost of the developer;
iii) requested the City Solicitor to advertise Advertise a notice under Section 23 of the Road Traffic Regulation Act 1984 in order to inform the public of the proposed signal controlled pedestrian crossing on Aberford Road, Garforth;
iv) gave authority to incur expenditure of £750,000 works costs and £105,000staff costs to be fully funded by a developer through a Section 278 Agreement;
v) approved the injection of £855,000 into the Capital Programme, fully funded from a Section 278 ‘private developer’ agreement;
vi) gave authority to carry out the detailed design, tender and implement the works as set out in Section 6.2; and
vii) approved in principal the adoption of new highway construction so that it can be added to the Council’s maintenance regime.

The Chief Officer (Highways and Transportation) noted the contents of the report and approved implementation of the document “Guidance on Protecting Grass Verges".

The Leader has decided to amend her executive arrangements as detailed in the report and appendices attached.

The Chief Officer (Highways and Transportation):

i) gave approval to undertake the detailed design, advertisement and implementation of a Traffic Regulation Order at a number of locations in the Calverley Farsley Ward, as detailed on drawing numbers TMW8-1-2598-01D, 01E and TMW8-1-2685-01, at a total cost of £10,000;

ii) gave authority to incur expenditure of £10,000 being £7,000 works costs, and £3,000 internal staff fee costs, to be fully funded from Sect 106 receipts (connected to planning permission agreements) earmarked specifically for traffic management within the Ward; and

iii) instructed the City Solicitor to advertise a draft Traffic Regulation Order as shown on drawing Nos TMW8-1-2598-01D, 01E and TMW8-1-2685-01, if no valid objections are received, to make, seal and implement the Order as advertised.

The Chief Officer Employment and Skills approved the decision to:
* undertake two intermediate value procurements to commission apprenticeship promotion and support activities targeted at residents from vulnerable and hard to reach groups (BME young people and people affected by autism);
* approve the evaluation criteria in accordance with Contract Procedure Rule (CPR) 15.1 which requires "evaluation criteria to be pre-determined and approved by the relevant Chief Officer" and, the waiver of Contract Procedure Rule 15.2 to permit evaluation on quality only; and
* allocate funding of £30,000 and £25,000 respectiveley from the Apprenticeship Hub budget to these commissions.

The Chief Officer Civic Enterprise Leeds authorised the extension of the contract YORE-9BWK7H Supply of Motor Vehicle Spare Parts for a 12 month period from 01/02/17 to 31/01/18

The key health and social care providers in Leeds (Public Health Leeds City
Council, Leeds Community Health Care Trust (LCHT) and Leeds and York
Partnership Foundation Trust (LYPFT)) have been working together with Health
Education England (HEE) to develop health coaching as an approach to
improve self-care and management within the health and care system in Leeds.
To help embed health coaching within the Leeds health and care system, NHS
England (NHSE) have provided additional funding for The Performance Coach
to co-deliver 3 training sessions (6 days in total) and enable the Leeds Health
Coaching lnnovation Lead to become competent and accredited to deliver
health coaching training.
The request to waiver CPRs is required as TPC are the only provider of the
European Mentoring and Coaching Council (EMCC) accredited Train the
Trainer Health Coaching course. An accredited course is essential as it
provides an internationally recognised bench mark of competency for this whole
system approach to health coaching. The total cost of this training is [20,870
and it involves 3 training sessions (6 days in total) and quality assurance.
The training will take place between Januarys to March 2017.

The Deputy Director, Safeguarding, Specialist & Targeted Services approved the short-term framework agreement contract for the provision of Special Educational Needs (SEN) School and Collage Placements for children to the providers identified at appendix 1 to the attached report for a period of 3 months.

The Chief Officer, Partnership Development & Business Support approved the waiver of the following Contracts Procedure Rule No 9.1 and 9.2 and award a contract to Alkemygold Limited in the sum of £14,474.86 (estimate), FFT for the full sum of £50,275 and NCER for the sum of £22,008.96. Contracts are reviewed annually and are in place for a financial year at a time. Alkemygold Limited runs from 1 August to 31 March, or to the completion of services.

The Director of Environment and Housing approved the award of a contract to Civica UK Limited for the supply of a new suite of housing ICT solutions, for the period 30th January 2017 to 29th January 2024 (7 years) and with the option to extend by a further 3 periods of 12 months (3 years). The Tendered Sum is £2,316,664 which includes initial implementation costs and ongoing maintenance cover over the initial period of 7 years. For the avoidance of doubt, this total excludes third party costs and Leeds City Council Costs of Ownership (hardware and associated support) which were included in the price submission to ensure evaluation was carried out on a like for like basis.

Appendices A, B and C contain exempt information under the Access to Information Rule 10.4 (3). It contains commercially sensitive information including details of tenderers’ submissions and the Council’s evaluation of such submissions, where the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Award of contracts to Oracle Corporation Ltd for the provision of Technical Support Services on an annual renewal basis for a period of up to 5 years using the Negotiated Procedure without prior publication of a contract notice.

The Chief Officer Emplyment and Skills waived Contract Procedure Rule (CPR) 21.7 to allow the vatiation of an existing contract, that will increase the participant numbers on the Head Start Phase 2 Programme from 45 to 50 and, waived Contract Procedure Rule (CPR) 7.1 to increase the total maximum value of the Aspire IGEN contract by £9,250, which is low value contract under £10,000 and represents best value for money.

The Chief Officer Employment & Skills approved the award of a low value contract in accordance with Contract Procedure Rules (CPR) 7 and, the invocation of CPR 7.1 to appoint J2Profit to undertake a destination survey of learners on the Council's Adult Learning Programme. And authorised expenditure not exceeding £10,000 to J2Profit to carry out this work. The costs to be fully met from the Council's externally funded Adult Education Budget.
