This will take the form of an ‘Early Works’ agreement between the authority and Leeds D&B One Ltd for the sum of £249,000.

2.Approve the expenditure of £249,000 from capital scheme number 32450/BRA/000 for the completion of a package of ‘Early Works’ necessary to deliver the expansion of Bramley Primary School for a September 2017 occupation. This is to be funded from the £3.25m allocated for the full expansion of Bramley Primary as part of the Learning Places Programme report approved at the December 2016 Executive Board.

3.Note the programme dates identified in section 4.0 of this report, in relation to the implementation of this decision, represents the critical path for project success and must be adhered to where possible.

4.Note that a separate DCR will be submitted for the main works once financial close has been achieved in March 2017.

2)  The Director of Children’s Services approved the invocation of CPR 21.7 to vary the following contracts

Contracts Procedure Rule No 21.7 – all Contract variations must be in writing and signed by both the Council and the provider except where different provisions are made within the Contract documentation. The value of each variation must be assessed by the Authorised Officer and a Delegated Decision taken by the relevant Chief Officer

·  HomeStart Leeds:  A variation to reduce the annual value of the contract   from £210,000 to £189,000.  This represents a saving of 10%, or £21,000 per   annum.  The contract variation shall commence on 1 April 2017

·  BARCA Leeds:  A variation to reduce the annual value of the contract from £475,000 to £340,000.  This represents a reduction of 28%, or £135,000 per annum.  However, the reduction includes £75,000 of Families First funding which is due to end on 31st March 17 and it is not yet clear whether any further funding may be available, therefore the annual saving to LCC is £60,000.  The contract variation shall commence on 1 April 2017

·  Women’s Health Matters:  A variation to reduce the annual value of the contract from £42,432 to £36,067.  This represents a saving of 15%, or £6,365 per annum.  The contract variation shall commence on 1 April 2017

The Director of Public Health will be recommended to agree a contract variation to reduce the annual contract price for the Community Drug and Alcohol Prevention, Treatment and Recovery Service (known as Forward Leeds) delivered by Developing Initiatives for Support in the Community (DISC) with effect from 1 April 2017.

ln accordance with Contracts Procedure Rule (CPR) 21.7 the Director of Public

Health has agreed a variation to the Community Drug and Alcohol Prevention,

Treatment and Recovery Service contract (YORE-9F7N76), known as Forward

Leeds, to reduce the contract price (excluding CCG funding) by £670,000 (8%)

p.a. from £8,329,730 to £ 7,659,730 with effect from 1 April 2017 .

 

Following a 2% reduction to the contract value in 2016/17 this brings the total

amount of savings realised from this service to 10% which is in line with the

overall reduction to public health funding in Leeds.

 

ln accordance with CPR 21.7, the reduced contract value has already been

consulted on and agreed with DISC who deliver this contract.

The Director of Environment and Housing approved the request to

1.   Waive Contracts Procedure Rule 8.1 and 8.2 using the authority set out in CPR 1.3, to enter into short term interim contracts for services to maintain continuity between 1st April 2017 to 30th June 2017. The value of each individual contract is less than £100K and the maximum value of all contracts will not exceed £435,682 (see table 1A at Appendix 1); and

 

2.  Request to approve the extensions of existing contracts under Contracts Procedure Rules (CPR) 21.1 to take up the available 12 month contract extensions for the Mental Health accommodation based services and Young People’s services that are subject to an on-going strategic review. The Maximum value of the extensions not to exceed £1,647,075 (see table 1B at Appendix 1); and

 

3.   Waive Contracts Procedure Rule 9.1 and 9.2 using the authority set out in CPR 1.3, to enter into new interim short term contracts between 1st April 2017 to 30th June 2018 for housing related support services for Young People, also subject to ongoing review. Maximum value of contracts not exceeding £1,281,373.06 (see table 1C at Appendix 1); and

 

4.   Waive Contracts Procedure Rule 8.1, 8.2, 9.1 and 9.2 using the authority set out in CPR 1.3, to enter into a new 12 month contract with BASIS between 1st April 2017 to 31st March 2018 for the New Futures housing related support service. Maximum value of contract not exceeding £16,717 (see table 1C at Appendix 1); and

5.   Waive Contracts Procedure Rule 9.1 and 9.2 using the authority set out in CPR 1.3, to enter into new contract commencing 1st April 2017 for up to three 12 month periods with St Anne’s Community Services for the RAISE service providing housing related support services for homeless people. Maximum value of contracts not exceeding £513,000 (see table 1C at Appendix 1); and

6.   Waive Contracts Procedure Rule 8.1, 8.2, 9.1 and 9.2 using the authority set out in CPR 1.3, to enter into a contract based on a period of up to 24 months under the proviso that the Council will retain the right to enter into short term contract comprising up to four separate six month periods with R.D. Willis from 1st April 2017 for the Temporary Accommodation Service when deemed appropriate (see table 1C at Appendix 1); and

7.   Waive Contracts Procedure Rule 9.1 and 9.2 using the authority set out in CPR 1.3, to enter into a new contract with C.G.L. for the Street Outreach Service commencing 1st April 2017 for a period of 12 months with the option to extend further up to 26th December 2019. Maximum value of the contract period not to exceed £589,148 (see table 1C at Appendix 1); and

8.   Waive Contracts Procedure Rule 9.1 and 9.2 using the authority set out in CPR 1.3, to enter into a new longer term contract with Home Group for the Kirkstall Lodge service between 1st April 2017 and 31st March 2020 to the sum not exceeding £171,002.16 (see the second row at table 1D at Appendix 1); and

 

9.    Approve the award of 3 contracts for the delivery of Specialist Housing Related Support services for a period of up to 5 years (with the option to extend by another 3 years) using the Negotiated Procedure without prior publication of a notice under Regulation 32 (2) (b) (ii) where the services can only be provided by a single provider due to competition being absent for technical reasons (see rows 3, 4 and 5 at table 1D at Appendix 1).
