Leeds City Council Children’s Services currently has a contract in place for 11-19 offsite learning. The contract expires in August 2017. The existing contract has been in place since September 2013.
Permission is sought to undertake a new competitive tender exercise to establish a new framework contract. It is envisaged the framework will be for 4 years.
The provision of Learning Programmes for 11-19 Learners, in Off-Site Settings is significant in Leeds with 7,000 learner days per year provided by a total of 36 providers from the FE, private and voluntary sectors. The value of the work approaches £3 million per year. The programmes are purchased by schools, SILCS (Specialist Inclusive Learning Centres) and PRUs (Pupil Referral Units) from their budgets. There is no central funding from Leeds City Council for the purchase of this provision for young people.

This report is seeking approval to extend the contracts delivering the Healthy Child Pathway and the Leeds Early Start Service contracts with the existing provider (Leeds Community Healthcare NHS Trust) for one year from the 1st April 2017 to ensure stability and continuity of services whilst Public Health initiates a review of these services.
As a direct consequence of the cuts to public health grant announced by Government in November 2015, and the findings of the Building Blocks Randomised Control Trial evaluation study indicating that the FNP is not the most cost effective way to commission 0-5 services, this report is also seeking approval to reduce the annual value of these contracts and expire of the Family Nurse Partnership service by a contract variation.
The approach will comply with the Council’s Contracts Procedure Rules in relation to contract extensions and variations.
