This figure includes the design fees for the work and full delivery cost as well as a client held contingency commensurate with works of this scale and risk.

That ‘Approval to Spend’ the full SEMH programme cost of £45m, from capital scheme number 32457/000/000, required to cover all costs incurred to facilitate this programme was granted at the 27th July 2016 Executive Board as part of the “Investment in new Social, Emotional and Mental Health Specialist Provision for children and young people” paper.

b. That this constitutes one of three developments to be undertaken as part of the SEMH programme, each of which will be formalised under individual scheme specific contracts. A cross programme budget of £45m has been identified for this of which £40m has been allocated for post-feasibility work streams and construction on-site. The particulars within this report refer to the necessary off-site works at South Leeds only and their associated design costs. Further Design and Cost Reports will be submitted referring specifically to the projects at North Leeds upon completion of the design work by Highways. The works at East Leeds have been approved under a separate report.

c. The programme dates identified in section 4.0 of this report, in relation to the implementation of this decision, represents the critical path for project success and must be adhered to where possible.

d. The officer responsible for implementation is the Senior Project Officer.

1. Approve the waiving of the following Contracts Procedure Rule to enable the procurement, delivery and installation of all identified pieces of furniture and equipment necessary to populate the new SEMH schools in East Leeds (Seacroft) delivered under the SEMH Programme.

a) CPR 9.1
“Where no appropriate internal provider, Exclusive Supplier, existing provider Third Party Framework Agreement exists, competition is required for procurements valued over £100k.”

b) CPR 9.2
“Where there are sufficient numbers of providers at least four written tenders will be invited.”

2. Allow the use of a central purchasing body, the Yorkshire Purchasing Organisation (YPO) for the procurement of the identified furniture & equipment at the Leeds East SEMH development. This will include for design (where appropriate), delivery and installation of the identified items.

3. Note that the specification for the required furniture & equipment at East Leeds SEH has been drawn up in conjunction with the ‘End User’ (Wellspring Academy Trust). This report seeks means to efficiently and quickly procure this equipment in keeping with the project timeline.

4. Note that placement of orders for the identified furniture and equipment is needed three months prior to delivery and installation to ensure sufficient fabrication and procurement time is available to the appointed contractor. Leeds East is due for handover in December 2017 and therefore placement of the order for the furniture and equipment is required by the end of October 2017.

v) Noted and approved the changes to the adopted Highway boundary proposed as part of the works as described in section 3.2. The area shown in purple on the attached Proposed Adopted Highway Plan, included as Appendix 4, will be the resultant area of adopted Highway; and

2.  Authorise acceptance of the tender submitted by Immaculate Heart of Mary Catholic Primary School in the sum of £416,238.76 for delivery of phase two.  This figure is inclusive of all fees and costs incurred directly by Immaculate Heart of Mary Catholic Primary School. 

 

3.  Note that the breakdown of project costs, highlighted in point 1 above, are detailed within section 5.5 of this report.

This phase will provide additional ancillary space required to allow the school to operate with its increased numbers on roll. This is required to fulfil the aims of the Learning Places Programme, necessary to ensure sufficient pupil places. The increase in pupil numbers will be effective from September 2017. The budget estimate quoted includes all necessary construction works to facilitate this project, professional design fees, professional surveys and any necessary decant required to facilitate a late August 2017 occupation. St. Bartholomew’s CE Primary school has been identified as necessary to ensure sufficient pupil places are available in the area for September.

To extend the interim regional Framework Agreement led by Leeds City Council and involving 12 other local authorities across the Yorkshire and Humber for the provision of foster care for children and young people.
