The Community TB nursing service will be included within the block contract held between the three Leeds CCGs and Leeds Community Healthcare Trust for the contract term 16/17. Leeds South and East Clinical Commissioning Group are the lead commissioners for this service on behalf of the three Leeds CCGs. The Council will transfer funding (£233,000) for the community TB nursing service to the Leeds South and East Clinical Commissioning Group under a S76 agreement as an annual on-going requirement.

The Natural Environment Manager authorised the making of an evidential Definitive Map Modification Order for the following routes shown on Background Document A: Route A-B-E-F-G. Route G-H-R. Route S-T. Route T-U. Route V-X. Route Y-Z. Route AA to BB. A Route from Intake Lane to Aireborough Footpath No. 51 as there was sufficient evidence to show that public rights of way subsisted or could be reasonably alleged to subsit and/ or that the public has used a route for a period of twenty years without interruption or challenge.

The Natural Environment Manager also authorised the making of an evidential Definitive Map Modification Order for the route shown on Background Document A as B-C-D as there was sufficient evidence to show that the public has enjoyed a route for a period of twenty years without interruption or challenge. However, the making of a Definitive Map Modification Order be delayed until the new regulations under the Dergulation Act commence to allow a Modification Consent Order to be made to allow the section between B-C to a diverted to a new line E-C because the landowner and occupier objected to section B-C but would agree to a diversion on the line E-C.

The Natural Environment Manager did not authorise the making of an evidential Definitive Map Modification Order for the following routes shown on Background Document A: Route E-C. Route F-H-I. Route G-J. Route G-K-M-P. Route G-Q. Route K-N. Route K-L. Route O-M-N-Q. Route W-X. Route V-Y. 03/06/2016 - Report to support a framework agreement procurement for the provision of digitisation and storage of paper records ref: 43425    

The Director of Environment and Housing agreed to  approve the commencement of a procurement exercise to put in place a Scanning and document related services framework. Housing Management currently have in excess of 3 million paper records which require digitising and secure off site storage to enable the implementation of the community hub programme and also to improve existing record management practices and compliance with the Data Protection Act.

Through the scanning of these records the council will make savings of over £2 million over a number of years “through the release of assets, staff mileage costs and supplies.  It will also result in:

·  Faster access to information leading to more efficient use of staff time

·  Better management of records

·  A consistent approach to corporate information management leading to consistent standards and improved compliance with the Data Protection Act.

On completion of the scanning of records in Environment and Housing, the framework agreement can be scaled up and services can be utilised by any other area in the council who require similar service provision

* approve the waiver of the following Contracts Procedure Rules to enable the delivery of essential accommodation at a selected number of schools identified within the attached report to support the 2016 Bulge Cohorts Programme:
- CPR 9.1 - Where no appropriate internal provider, exclusive supplier, existing provider, LLC approved framework or approved framework exists, competition is required for procurements valued over £100k.
- CPR 9.2 - Where there are sufficient numbers of providers at least four written tenders will be invited. Tenders must be invited by publishing an open opportunity on the YORtender portal or inviting tenders from suppliers using Constructionline (if applicable, please see the construction and housing category team for advice). Authorised Officers should consider CP 1.1.3 when deciding which approach to take.
* approve the engagement of the LLEP via the existing Strategic Partnering Agreement and generate a programme of works that will be delivered at selected schools that cannot be met by the Internal Service Provider or an existing Framework Agreement in time for the start of the 2016 September term.

The Chief Officer, Schildren's Social Work Service agreed the recommendation of a report relating to the placement of a child/young person. The individual costs of the place are £240,871.28.

17/05/2016 - Decision to enter into a Public Body Co-operation Agreement with Wellspring Academy ref: 43371    

Decision to put in place an appropriate agreement or contract with an Academy Trust in order to fund set-up costs for interim learning provision for children and young people with SEMH needs so that learning provision is in place and can accept students. The interim provision is required during the development of permanent provision set out in the Executive Board paper in November 2015.

·  authorise expenditure in the sum of £1,000,000 from within the approved Capital Programme 2016-17 utilising the General Refurbishment Budget for capital scheme numbers 32483/FIR/000, 32483/ASB/000, 32483/ELE/000, 32483/CON/000 and 32483/REA/000; and

·  note that the officer responsible for implementation is the Built Environment Programme Manager by September 2016.

16/05/2016 - Adult Social Care Residential and Nursing Care Homes Fee Review 2016 ref: 43365    

The Director of Adult Social Services will be recommended to approve the outcome and recommend payment of the residential and nursing care fee review for 2016 which has been undertaken in accordance with the care home

framework contract.

The Director of Adult Social Services approved the recommendations from the outcome of the 2016 residential and nursing fee review and authorised payment of new fee structure shown in Appendix 1 for the period from the 20th December 2015 to the 31st March 2016.

The Director of Adult Social Services approved the recommended increase in the fee to cover the cost of the implementation of the new national living wage from the 1st April 2016 and authorise payment of new fee structure shown in Appendix 2 for the period from the 1st April 2016 to the 19th December 2016.

The Head of Contracts and Finance Manager Adult Social Care will implement this decision directly after it has been taken, subject to the necessary clearance process being completed, by issuing relevant letters to the organisations informing them of the increase and making the backdated payments for the new fees to all relevant care homes within the Leeds City boundary.
