Decisions

The Director of Adult Social Services approved the recommendation to approve the award of the contract for the Leeds Sensory Impairment Support Services to BID Services for a period of five years commencing 1st April 2017 to 31st March 2022.
The Commissioning Manager, Adult Social Care, will implement this decision directly after it has been taken, subject to the necessary clearance process being completed and compliance with the Public Contracts Regulations 2015, such as the satisfactory conclusion of the vetting process and the Alcatel standstill procedure.

The Director of Environment and Housing agreed to note the contents of this report and approve the appointment to the framework agreement for the provision of steel materials, galvanising and powder coating services to multiple contractors named in this report across four Lots of the agreement, with a commencement date of 1st October 2016.

The Director of Environment and Housing agreed to approve the suspension of lettings, removal from charge and full demolition of 6 garages GB1 to GB6 and associated structures and debris at Summerfield Gardens, Bramley, Leeds, LS13 1AS.

The Director of Environment and Housing agreed to approve the suspension of lettings, removal from charge and full demolition of 14 garages (G8-21) at Red Hall Croft, LS14 1NW.

The Director of Environment and Housing agreed to approve the suspension of lettings, removal from charge and full demolition of the three garages (G1 to G3) at the rear of the shops 85 to 95 Boggart Hill Drive, Leeds, LS14 1JX

The City Solicitor has approved the sub-delegation scheme attached as Appendix 1 to the attached report, with effect from 1st October 2016.

The Director of Children's Services approved the waiver of CPR 8.1 and 8.2 (intermediate Value procurements) to award a contract direct to the CLP Mentor, VLB Lean Ltd, in the sum of £25,000 for the provision of specialist support and advice on the implementation of the CLP method being utilised for the Shakespeare Primary School project to commence in September 2016 and expire on completion of the project.

The Chief Officer (Highways and Transportation)

i) noted and approved the proposed waiting restrictions as outlined in this Report and as indicated on drawing no. CARLTONS/LCC/HWT/01/DR/EP/MI_01c at an estimated cost of £6,000; and

ii) gave authority to the City Solicitor to advertise a draft Traffic Regulation Order in relation to the waiting restrictions as indicated on drawing no. CARLTONS/LCC/HWT/01/DR/EP/MI_01c and subject to no valid objections being received, to make, seal and implement the Order as advertised.

The Head of Governance Services has approved amendments to the Constitution as detailed in the attached report with effect from 1st October 2016.

The Director of Children's Services approved:
* the award of a contract to Servelec Synergy in the sum of £106,876 per annum, a total value of £534,380. The contract shall commence on the 1st October 2016 and expire on the 30th September 2021.
* the publication of a voluntary transparency notice in OJEU followed by ten calendar days before the contract is awarded.
* arrangements to be made for the ending of contracts 9ZHN-LZ1XFN; 9MKN-KNGx9T; A2UE-FM86YB including early termination where applicable, to be agreed with Servelec.
* the decisions will be implemented in September 2016.
* the officer with responsibility for implementing will be the Head of Service Info Management & Technology - Children's Services and the Commissioning Programme Manager (Learning & Skills) - Children's Services.

The Chíef Officer of Economy and Regeneration has approved entering into one to one negotiations and a 12 month exclusivity agreement with the party named in the confidential appendix This is to enable terms to be provisionally agreed for the disposal of part of the former social services office site on Roundhay Road, Those provisionally agreed terms will be reported to a future meeting date to seek approval to them.

The Director of City Development authorised the City Council to become the employer and enter into a Novation Agreement with Leeds Grand Theatre and Opera House Ltd and Fabrite Engineering Ltd, whereby the City Council will assume on or about 14 September 2016 all rights, obligations and liabilities arising from the Letters of Intent agreed between Leeds Grand Theatre and Opera House Ltd and Fabrite Engineering Ltd for the proposed maintenance works at Leeds Grand Theatre.
