The City Solicitor has approved the sub-delegation scheme as described in and set out as Appendix 1 to the attached report.

The Director of Environment and Housing agreed to approve

That requests by leaseholders of flats to acquire the roof space under leasehold terms are considered on their own merits.

That such requests are considered by the Head of Strategy and Development taking into consideration the future impact the sale may have on the Council.

Leaseholders are to meet all the Councils reasonable costs incurred in processing a case.

Fees by a leaseholder are not refunded where the Council has incurred costs for work/services carried out, irrespective of whether the request is refused.

The Chief Officer Civic Enterprise Leeds (CEL) gave Authority to spend £110,000 to replace the damaged roof covering at Chapletown Children's centre which should ensure the suitability of the facility for use in the foreseeable future.

The Chief Officer, Civic Enterprise Leeds approved the award of the
following home to school contacts from the framework arrangement for
Taxi and Private hire from 10th July 2015:-
a) A contract in order to provide home to school transport for the
North East SILC, West Oaks, for Children and young people who
have special educational needs to Rollinson Safeway, at a cost of
£192k per annum for a one year contract, with the option to
extend for one further year.
b) A mini framework contract for home to school transport for
Children and young people who have special educational needs
attending Hallcliffe school, to those suppliers detailed in appendix
A. The costs will depend on volume and home address of the
children and young people, but the total cost for transport into the
school is expected to be in excess of £250k per annum. The mini
framework will operate for one year.
c) A contract for one provider to provide home to school transport in
the North of the City for Children and young people who are
looked after by Leeds, to Rollinson Safeway. The estimated
budget for this call off, based on existing demand and volume is
approx. £300k per annum and the contract will be for two years
with a possible extension of a further two years

The Built Environment Programme Manager accepted the tender supplied by Roofing Consultants Ltd in the sum of £202,238.00 to carry out roofing works at Birchfield Primary School.

The Chief Information Officer is recommended to award a contract to HeBe Works Ltd to develop the open data platform (The Data Mill) with other public bodies and support the Leeds version of this platform (The Leeds Data Mill) using the EU Negotiated Procedure without prior publication of a contract notice.

It was agreed that:

I. the sites included in this report and shown on the plan at appendix 1 are declared surplus to the Council’s requirements; and

II. the Brooklands Avenue, Cartmell Drive, Rathmell Road, Beckhill Approach and Beckhill Grove sites are included in the programme for disposal via the DPP alongside sites previously agreed at Executive Board on 19th November 2014; and

III. the sites are marketed via the Delivery Partner Panel for disposal as set out in the report and confidential appendix 2. Tenders received will be reported to the Director of City Development for consideration, with a recommendation for approval.

The Chief Information Officer is recommended to approve the waiver of CPRs 8.1 and 8.2 and enter into a contract and partnership with ODI Leeds to support and develop Open Data solutions aimed at delivering a Platform for transparency and accountability, efficiency and improved service delivery, innovation and value creation.

The Deputy Director of Children's Services (Learning) agreed to:
* note the negotiations held with solicitirs acting on behalf of the school, DfE and the Academy Trust;
* give authoirty for the Commercial Transfer Agreement to be executed and completed to enable the Academy to open 1st August 2015.

The Built Environment Programme Manager accepted the tender supplied by Roofing Consultants Ltd in the sum of £186,918.00 to carry out roofing works at Bramhope Primary School.

The Director of City Development has noted the content of the report in consultation with the Executive Member for Regeneration, Transport and Planning.

The chief officer civic Enterprise Leeds approved the commencement
of a procurement exercise to secure a contract for the supply of fresh
bread and morning goods for Leeds City Council.

The Built Environment Programme Manager accepted the tender supplied by MITIE Tilley Roofing Ltd in the sum of £101,680.61 to carry out roofing works at Raynville Primary School.

The Built Environment Programme Manager accepted the tender supplied by Clonshall Ltd in the sum of £149,471.20 to carry out roofing works at Hunslet Moor Primary School.

The Programme Manager, Built Environment authorised expenditure of £232,233 from capital scheme number 16981/BGE/BSC to enable the relocation of two existing double classroom modular buildings, ownded by rthe Authority and currently in use on a temporary basis as St. Oswald's and Little London Primary Schools, to Bramley Primary School and Scholes (Elmet) Primary School. This includes any works associated with siting these buildings on the aforementioned sites.

The Built Environment Programme Manager accepted the tender supplied by J Greenwood (Builders) Ltd in the sum of £24,574.00 to carry out window replacement works at Kippax North Junior & Infant School

The Built Environment Programme Manager accepted the tender supplied by Jennings Roofing Ltd in the sum of £101,504.00 to carry out roofing works at Grange Farm Primary School.

The Built Environement Programme Manager accepted the tender supplied by Mac Roofing & Construction Ltd in the sum of £169,460.00 to carry out roofing works at Shadwell Primary School.

The Built Environment Programme Manager accepted the tender supplied by Clonshall Ltd in the sum of £153,178.68 to carry out roofing works at Churwell Primary School.

The Director of Adult Social Services approved the incurring of expenditure of total of £175,000 on scheme 14997BAR/000 in line with the agreed programme of works.

The proposed timescale for the implementation of the decision is July 2015. The Senior Project Manager, Adult Social Care is responsible for implementing the decision

The Director of City Development has reviewed the decision to add the Horse & Farrier, Bridge Street, Otley, LS21 1QB to the List of Assets of Community Value and decided that the asset should remain on the list.

The Director of City Development has given approval to the granting of a lease of the playing fields at the site noted above to the Bishop Wheeler Catholic Academy Trust to enable it to run the school as an academy school in line with legislation and on the terms outlined within the report.

The Built Environment Programme Manager accepted the tender supplied by MITIE Tilley Ltd in the sum of £142,603.14 to carry out roofing works at Adel Primanry School.

The Built Environment Programme Manager accepted the tender supplied bu Mac Roofing & Contracting Ltd in the sum of £162,629.54 to carry out roofing works at Southroyd Primary School.

The Built Environment Programme Manager accepted the tender supplied by SBS Roofinbg Ltd in the sum of £106,943 to carry out roofing works at Kerr Mackie Primary School.

The Deputy Director – Learning appoved the waiver of the following Contract Procedure Rule(s):
• CPR 9.1 - Where no appropriate internal provider, exclusive supplier, existing provider, LCC approved framework agreement or approved framework agreement exists, competition is required for procurements valued over £100k.
• CPR 9.2 – Where there are sufficient numbers of providers at least four written tenders will be invited. Tenders must be invited by publishing an open opportunity on the YORtender portal or inviting tenders from suppliers using Constructionline (if applicable, please see the construction and housing category team for advice). Authorised Officers should consider CPR 1.1.3 when deciding which approach to take.
to approve the invitation of a single tender from Portakabin Ltd in order to remove the units from St Oswald’s Primary and Little London Primary and relocate to alternative educational sites to support the Basic Need bulge cohort programme. Subject to the satisfaction at the rates submitted, acceptance of the single tender for the sum of £188,460.00. It is received the contract shall commence on the 21st July 2015 and expire on the 28th August 2015 (with the option to extend for a period of 3 months, such option not to be taken up more than twice).

The Deputy Director - Learning approved the waiver of contracts procedure rule 8 to utilise Smarter Solutions for the supply and installation of ICT equipment (Interactive Classroom Display Solution, Internet Cafe PC's, Data Networking, Wireless & Switching & Multimedia equipment) at Broomfield South SILC from May 2015. The value of the decision is approximately £50k.

The Director of City Development approved a recommendation that the subject site be declared surplus to Council requirements and that Asset Management enter into negotiations with the existing tenant for a joint sale of the Council's freehold on the open market.

The Deputy Chief Executive gave Authority to Spend of £189,636 in order to provide a fit for purpose work environment for 63 Strategy and Improvement staff and creation of a flexible work space for up to an additional 16, to allow cross council partnership working for the wider senior leadership team, locality leaders, staff working across breakthrough projects and supporting officers. This includes the refurbishment of the 2nd and 3rd floor east of the Civic Hall, the relocation of 44 of these staff and taking 63 staff through new ways of working (NWoW).

In April 2015, a paper was taken to CLT reviewing the progress made in strengthening the council’s approach to intelligence across the council and how intelligence functions can be best arranged in the future to ensure a professional service that contributes to efficiencies the council is trying to achieve.
A key challenge in organising the intelligence function has been balancing the opportunities for integration, with the need to ensure Directorate’s priorities are catered for. As a result, in April 2015, CLT have endorsed an amended approach to the initiative that was originally agreed by CLT in April 2014. The new approach will maintain professional leadership in a single team leader.
To achieve this a matrix team approach will be established, with staff and budgets returning to original directorates and efficiencies included for the service allocated to Directorates.
It is envisaged that the matrix team will meet regularly with its primary focus on the core work programme, with clear roles, accountabilities and contributions agreed.
This approach will aim to capitalise on the closer working relationships built over the last 18 months by maintaining leadership in a single team leader and the agreement of core activity and responsibilities. It will be built around a common work programme to co-ordinate activity, providing common agreed outputs and a single point of access for key data and intelligence.
Arrangements have been made to return appropriate staff (and associated budgets) to their home Directorates from 1st July 2015. In terms of allocating the savings, the April BCDT agreed a formula based on allocation via a flat rate (£30k per Directorate) and relative size of intelligence function in Directorates as per the original BBM mapping exercise.

The Area Head of Targeted Services (ENE) agreed to publish the attached record of decisions made in May 2015.
