The Director of Environment and Housing agreed to the purchase of 1 long term empty former RTB property and completion of refurbishment works in order to let as council housing.

The Chief Officer Parks and Countryside has approved the waiver of the following contracts procedure rule(s):

i) Contracts procedure rule no 3.1.15 – requirement to use the council’s standard tender documents

ii) Contracts procedure rules no 8.1 and 8.2 – intermediate value procurements*

iii) Award a contract to DCR Theming Ltd in the sum of £95,000. The contract shall commence on the 5th December 2016 and expire on the 1st April 2018 with the option to extend for a period of 12 months such option not to be taken up more than once.

The Chief Officer Parks and Countryside has approved the waiver of the following contracts procedure rule(s):

iii) Award a contract to Sustainable Solutions in the sum of £95,000. The contract shall commence on the 5th December 2016 and expire on the 1st April 2018 with the option to extend for a period of 12 months such option not to be taken up more than once.

The Chief Officer of Parks & Countryside has given authority to spend £70,000 of Capital funds, as identified in the Council’s Capital Programme for 2016/2017, to support greenspace and environmental improvement projects.

It was agreed that individual projects are considered for approval by the Senior Projects Manager once details are finalised.

The Director of Children's Services agreed to:
* approve the request to award the contract for the sum of £2,870,818.15 to Leeds D&B One Lmd to construct a two storey new build, an extension of the existing car park and provision of additional hard play and minor refurbishment works to the existing school to facilitate the expansion from 2FE to 3FE for the Learning Places Programme scheme at Hollybush Primary School.
* Authorise the signature of all other documentation that is required to deliver the project in the opinion of the Programme Manager, Built Environment.

The Chief Officer, Employment & Skills approved the award of a low value contract through the invocation of Contract Procedure Rule CPR 7.1, to a specialist heritage assessment and training provider, Priestman Assosciates LLP, to deliver the Re-Making Leeds assessment of Level 3 NVQ Diploma Heritage Skills (construction) in Facade Preservation, and authorised expenditure not exceeding £10,000 to Priestman Associates to deliver this qualification which is externally funded by the Re-making Leeds Project.

The Director of Adult Social Services approved the recommendation to waive Contract Procedure rules (CPRs) 8.1 and 8.2 using the authority set out in CPR 1.3 to enter into a new contract with the existing provider, Advanced Health and Care, for one year, from 15th December 2016 to 14th December 2017, to ensure that there is not a break between contracts.

The Director of Adult Social Services approved the expenditure of £14,676.75 for the cost of this.

Implementation will be by the Head of Service Assessment and Provision from 15th December 2016.

Approval of decision to transfer the WLR services provided by Virgin Media Business which are currently out of contract onto Schedule 14b of the Councils PSN Services contract by contract variation.

The Deputy Chief Executive was requested to;
Approve the injection of £66k into capital scheme 32648 from unsupported prudential borrowing.
The Chief Officer Parks and Countryside was requested to;
To approve the transfer and injection of funds to the value of £28.1k from the capital scheme 16504\AQU\000 into capital scheme 32648.
Approve the injection of £99.5k into the capital programme from residual grant receipts held on account within the Parks and Countryside service budget into capital scheme 32648.
Provide Authority to spend on capital scheme 32648 to value of £193.6k.
That the Senior Projects Officer Parks and Countryside be responsible for implementing the recommendations within this report and ensuring that the necessary capital works are implemented and completed promptly.

The Chief Digital Officer approves the waiver of Contract Procedure Rules 8.1 and 8.2 to enter into a contract with Esendex Limited for the provision of a bulk SMS messaging service.

The Chief Officer for Parks and Countryside gives approval to extend existing licences where possible.

And approves that where traders have declined to exercise the option to extend, those sites are then offered back to the open market as part of the Council’s tendering process.

The Head of Transportation:

i) Authorised, subject to public consultation, the detailed design and implementation of a scheme to introduce a 20 mph zone in the Bramhope area of Adel and Wharfedale ward as shown on drawing number TM/01/2548/HB

ii) Requested the City Solicitor to:

a) Advertise a draft Speed Limit Order, to introduce a 20 mph zone in the Bramhope area of Adel and Wharfedale ward, as shown on drawing TM/01/2548/HB

b) Give authority to advertise a Notice for the road hump that conforms with the Highways Act 1980 (90c Notice);

iii) Gave authority to incur expenditure of £54,300, which comprises of £44,000 works costs, £8,800 Staff fees and £1,500 legal fees, all to be funded from the LTP Transport Policy Capital Programme.

The Chief Officer Culture and Sport agreed to waiver of Contracts Procedure Rule No12 – Intermediate Value Procurements (Quotations)* to allow for the purchase of new display cabinets at Armley Mills and Kirkstall Abbey.

The Director of Environment and Housing approved the purchase of up to six new 17st Minibuses to replace those as advised in the 2015/16 Vehicle Replacement Programme.

The Director of Environment and Housing agreed to the purchase of the property as part of the Council house Growth programme and completion of refurbishment works in order to let as council housing

The Director of Environment and Housing has approved the waiver of Contract Procedure Rules 9.1 and 9.2 in order to enter into a contract with Capita Business Services Limited for the provision of the Housing Related Support Gateway Solution. The contract term will be from contract award until 31st March 2022 and the contract value will be up to a maximum of £164,000.

The Director of Environment and Housing agreed to approve the tender award for the purchase of up to 9 no. 4 x 4 double Cab Pickups (AD7G-6VHM90) to Addison Motors T/A Lookers Ford.

Review of the fees and charges for sex establishments, following the decision of the European Court of Justice.

Request the waiver of Contract Procedure Rules (CPRs) 9.1 and 9.2 (high
value procurements) and directly award a new 1 year contract (with the option to extend for up to 36 months) to Leeds Occupational Health Advisory Service (LOHAS) for an occupational health support service for employees of small and medium sized businesses at a cost £48,010 per annum.

Directly awarding a new contract to LOHAS to start 1st April 2017 will mean that there is no service disruption, and GPs and employees will continue to receive help that they require to enable individuals to remain in or return to the workplace and address their health needs.

As a direct result of the Public Health grant cuts announced by the Government in 2015, this report also seeks to note the reduction of 5% in the contract value of this new contract in line with the Public Health contracts strategy

The Director of Environment and Housing has approved the sub-delegation scheme attached as Appendix 1 to the attached report.

The Director of Environment and Housing approved the write off of irrecoverable Former Tenants Arrears amounting to £96,411.28 represented by 189 accounts.

The Director of Adult Social Services approved the recommendation to extend the current contract to Care & Repair (Leeds), under CPR 21.1, for the provision of the Leeds Directory information service at a cost of £131,898.91. The extension is to commence on 1st April 2017 and is for a period of one year to 31st March 2018, with the option to extend for a further 12 month period.
The implementation of the extension is supported by a Commissioning Manager who will work with the Procurement Unit to issue an extension of contract by 1 April 2017 to ensure that there is no break in service.
The Director of Public Health has been consulted and has confirmed that they are content with these arrangements for the Director of Adult Social Services to be the signatory for this Decision.

Chief Officer Parks and Countryside has given the authority to spend the sum of £163.4k within capital scheme 32482/000/000 to address essential works to visitor facilities within the courtyard café at Temple Newsam Park.

The Director of Environments and Housing :-

• declares the site surplus to Council requirements and thereafter;
• The Chief Officer Economy and Regeneration grant approval to Asset Management entering in one to one negotiations with the existing leaseholder for the sale of the Council’s freehold interest for residential development only. Any provisionally agreed terms shall be reported for formal approval.

• Noted the existing authority to spend of £742.3k Commuted Sums approved at September 2016 Executive Board to develop 8 traveller plots at the Kidacre Street Site.
• Authorised the transfer of £176,000 HCA grant from the Council House Growth Programme to the Kidacre Street Development scheme and grant additional authority to spend of £176.0k towards the development of 8 plots at the Kidacre Street site.

The Director of Environment and Housing has approved the variation of prices for the paper and cardboard recycling contract with Saica-Natur to ensure that a competitive market rate is obtained.
