The Chief Officer Waste Management has agreed to, approve the waiver of CPR 8.1 and 8.2, and authorise entering into a new 4 year contract with Credential Tyres Ltd, the existing provider of the service, for the treatment of tyres without seeking competition.

The Chief Officer Civic Enterprise Leeds gave Authority to spend £109,700 to carry out the demolition of 2 and 4 Bodmin Road Middleton Leeds and make good the site ready for re-sale

The Director of Children's Services approved the sub-delegation scheme as described in and set out in Appendix 1 to the attached report.

The Director of Adult Social Services approved the report for publication as required by the regulations.
The Head of Complaints, Adult Social Care, will implement this decision once it has been approved.

The Director of City Development gave Authority to Invoke Contract Procedure Rules 8.1 and 8.2 to appoint legal advisors to provide legal advice on the Merrion House project without the need for inviting competitive tenders for the commission.

The Chief Officer, Children's Social Work Service agreed the recommendation of a report relating to the placement of a child/young person. The individual costs ofthe place are £114,400.

It is considered in the public interest that information contained in the report is exempt from publication as it relates to a vulnerable child or young person of the city and the actions being taken to enable that person to live in a safe environment.

The Director of Environment & Housing has reviewed the senior management team within the Environment and Housing Directorate and approved the specific proposals set out in section 3.3 of the report.

The Chief Officer, Access & Care Delivery approved the contents of a report regarding a care plan in respect of a person with complex care needs, the individual cost of which is £111.830 per annum.

It is considered in the public interest that information contained in the report is exempt from publication as it relates to a vulnerable citizen of the city and the actions being taken to enable that person to live independently in a safe environment.

The Chief Officer, Access & Care Delivery approved the contents of a report regarding a care plan in respect of a person with complex care needs, the individual cost of which is £107,450 per annum.

It is considered in the public interest that information contained in the report is exempt from publication as it relates to a vulnerable citizen of the City and the actions being taken to enable that person to live independently in a safe environment.

The Area Head of Targeted Services (ENE) agreed to publish the attached record of decisions made in January 2016.

The Director of Environment and Housing agreed to the purchase of 1 long term empty former RTB property and completion of refurbishment works in order to let as council housing.

The Director of Environment and Housing agreed to approve an application to the Court to have the lease forfeited for the property in the Leeds 12 area of the City.

The Director of Environment and Housing agreed to wavier Contract Procurement Rules 8.1 and 8.2 to allow the appointment of the Buidling Research Establishment (BRE) to undertake Private Sector Stock Condition Survey for the city.

The Chief Officer (Highways and Transportation):

i) noted the contents of this report,

ii) gave authority to progress the detailed design and implement all the 3 highway improvement elements of the HUV Connectivity Scheme,

iii) gave authority to the City Solicitor to advertise a draft Traffic Regulation Order and subject to no valid objections being received, to make seal and implement the Order as advertised; and

iv) gave authority to advertise a Notice under the provisions of Section 23 of The Road Traffic Regulation Act 1984 required for each pedestrian crossing.

The Chief Officer, Culture and Sport approves the awarding of :

• An extension to the contract for the servicing of existing cardio vascular and strength equipment.
• Full and detailed recommendations are included in the report

The Deputy Director - Learning agreed to:
* note the negotiations held with the Solicitors acting on behalf of the Governing Body of Cockburn School and the Cockburn Multi Academy Trust; and
* give authority for the Commercial Transfer Agreement to be executed and completed to enable the Academy to open on 1st February 2016.

The Assistant Chief Executive (Citizens and Communities) has approved the transfer and novation of the Schedule 9 agreement for the large casino licence from GGV Limited to GGV (Leeds) Ltd.

The Chief Officer CEL approved the award for a framework contract for the supply of cleaning materials, equipment and supplies for a period of 3 years with the option to extend a further 1 x 12 month periods starting in February 2016 until January 2019

In his role as Deputy Monitoring Officer the Head of Governance Services has approved amendments to Officer Delegation Scheme (Council (non executive) Functions) Assistant Chief Executive (Citizens and Communities) as detailed in the attached report.

The Director of City Development has approved that the School Bungalow be disposed of by way of public auction with the reserve to be agreed by the Head of Land and Property. In the event of a sale not being concluded then the Director of City Development further approved that the property can be offered for sale by informal tender.

The Chief Officer, Customer Access (Citizens and Communities) is recommended to approve the extension of the current contract with Sabio Ltd for 24 months.

The Chief Executive has approved the sub-delegation scheme as described in and set out as Appendix 1 to the attached report.

The Director of Public Health was recommended to:
(i) waive CPRs 9.1 and 9.2 to enter into a contract with nominated pharmacies to deliver a community pharmacy needle exchange service at an overall cost of £225,000 (£45,000 per annum)
(ii) confirm the NHS Supply Chain framework as an Approved Framework Agreement under the CPRs
(iii) to approve the use of the NHS Supply Chain framework for the purchase of the medical equipment needed for the service in accordance with CPR 3.1.7 at an overall cost of £750,000 (£150,000 per annum)
(iv) note that an agreement will be entered into with Community Pharmacy West Yorkshire (CPWY) to administer the community pharmacy needle exchange service at an annual cost of no more than £1,000
(v) note that a service level agreement will be entered into with the Internal Service Provider Waste Management for the collection and disposal of sharps bins from the contracted pharmacies at an annual cost of £12,000.

The Director of Environment and Housing agreed to approve the temporary suspension of lettings at both Bennett Court and Union Court Sheltered Schemes, Otley until works are completed at both schemes.
To approve the temporary rehousing of tenants from both schemes who will be directly affected by refurbishment and remodelling works or the permanent rehousing of tenants who wish to move on a permanent basis, via a Direct Let.
To approve the temporary suspension of lettings at Myers Croft, Lea Croft, Whiteley Croft, Weston Drive, Adams Croft and Linfoot Court, all in Otley, Wharfedale Court Annex in Pool in Wharfedale and Farrar Lane in Cookridge to assist with the decanting of tenants during the major works
