There are no revenue implications for Leeds City Council for this activity. This decision enable the Council to fulfil is role as accountable body working on behalf of Public Health England to hold and distribute funding for successful applicants to the PHE Capital Grant Programme in Leeds.

Consultation process

BARCA, in partnership with DISC Leeds, St Martins Healthcare, St Anne’s Community Services and Leeds and York Partnership NHS Foundation Trust, have recently been awarded the Leeds Community Drug and Alcohol Prevention, Treatment and Recovery Service. As part of the procurement process the partnership undertook extensive Service User consultation to ensure that the new recovery service effectively addressed the needs of individuals in Leeds.

Initial consultation included a service user focus group and a service user questionnaire with over 70 respondents.  The proposed model is based on the feedback received from service users. The approach to be taken by BARCA through this capital development project addresses current gaps in service provision and will provide residential detox and rehab services enabling in Leeds thereby enabling service users to retain therapeutic links to families and friends and also to provide visible recovery in Leeds.
