Request for permission to undertake a competitive tender exercise for the delivery of child sexual exploitation (CSE) training

Leeds City Council Children’s Services currently has two providers delivering CSE training to Children’s Services practitioners.

One of these contract is due to expire which has initiated a review of CSE training.

An audit of CSE training needs has been undertaken to ascertain gaps in provision.

Marketing testing was undertaken to establish whether there was a competitive market for CSE training.

Both of our existing providers have been consulted with regards to our plans to move to a combined contract for CSE training in relation to boys/young men and girls/young men.

Consultation has taken place with regional partners to establish their appetitive to join with our contract arrangements.

This report seeks permission to undertake a competitive tender exercise for the delivery of CSE training.

The tender will be on behalf of regional partners. All partners will be named within the decision report. It will be a call off contract and the anticipated spend for Leeds will be approximately £10k p.a.

The contract will be for 5 years and therefore once the spend for each LA partner is taken into consideration over the 5 years the overall contract value is likely to be in excess of £250k.
