To authorise the funding provision and the proposed procurement route in regards to the procurement of external consultants via a competition process to advise and offer expertise in relation to pre and post contract services on the high rise heat, hot water and associated power mains strengthening and high rise district heating schemes in line with CPR 3.1.8 with the aim of awarding contract from December 2017. This process will be undertaken through the existing YORConsult framework arrangement (Lot 15) which has been identified by the procurement team.
