Appeals Against Refusal of Inspection of Documents

To consider any appeals in accordance with Procedure Rule 15.2 of the Access to Information Procedure Rules (in the event of an Appeal the press and public will be excluded)

 

(*In accordance with Procedure Rule 15.2, written notice of an appeal must be received by the Head of Governance Services at least 24 hours before the meeting)

 

2.

Exempt Information - Possible Exclusion of the Press and Public

1  To highlight reports or appendices which officers have identified as containing exempt information within the meaning of Section 100I of the Local Government Act 1972, and where officers consider that the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons outlined in the report.

 

2  To consider whether or not to accept the officers recommendation in respect of the above information.

 

3  If the recommendation is accepted, to formally pass the following resolution:-

 

RESOLVED –  That, in accordance with Regulation 4 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012, the public be excluded from the meeting during consideration of those parts of the agenda designated as exempt  on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the press and public were present there would be disclosure to them of exempt information.

To consider the report of the Director of Adults and Health on arrangements for the pilot of the Community Health and Wellbeing Service which is a transformational approach to delivering health and care services at home. The report provides an update on the outcome of the recent tendering exercise and sets out the process for mobilisation of the contract.

To consider the report of the Director of Adults and Health which presents the findings of the consultation, as previously agreed to be undertaken at Executive Board in December 2023, on proposals to close Knowle Manor residential care home in Morley, and to repurpose Dolphin Manor residential care home in Rothwell. In considering those outcomes, the report makes recommendations regarding the future of both residential care homes.

To consider the report of the Head of Democratic Services which, in response to the outcome of a Call In meeting of the Children and Families Scrutiny Board, asks Executive Board to reconsider one of its decisions regarding the Little Owls Nurseries Review report submitted to the 19 June 2024 Executive Board meeting. Resolution (g), Minute No. 7 refers specifically. The Board is asked to either confirm its original decision of 19 June, or vary it, taking into account the recommendations made by the Children and Families Scrutiny Board at the recent Call In meeting.

To consider the report of the Director of Children and Families on a proposal brought forward by Leeds City Council to change the age range of Moor Allerton Hall Primary School from 3-11 years to 4-11 years and to permanently close the local authority-maintained nursery. The report highlights that a public consultation on the proposal took place between 13 May and 28 May 2024 and summarises the consultation responses. Additionally, the report seeks approval for the publication of a statutory notice in respect of the proposals.

To consider the report of the Chief Officer, Financial Services presenting an update on the Council’s Capital Programme for the period 2024-2029, split between General Fund and Housing Revenue Account, with a forecast of resources available over that period. The report also provides a specific update of the 2024/25 Capital Programme and also seeks approval in relation to injections into the Capital Programme.

To consider the report of the Director of City Development proposing the adoption of an updated policy for community asset transfers which would replace the policy approved by Executive Board in September 2012. The updated policy incorporates experience and learning acquired from managing community asset transfers over ten years and would establish revised criteria and process that aligns with current estate strategies and challenges around estate maintenance.

Proposed Funding Bid for 'Wild Aire' project at St Aidan's and Fairburn Ings Nature Reserves pdf icon PDF 452 KB

To consider the report of the Director of Communities, Housing and Environment seeking the Council’s in principle support for the RSPB’s (Royal Society for the Protection of Birds) proposed funding bid to the National Heritage Lottery Fund (NHLF) for investment into St Aidan’s and Fairburn Ings nature reserves as part of the ‘Wild Aire’ project. The report also seeks approval for the allocation of £805,000 from the St Aidan’s Trust as match funding for the project if the bid is successful.

To consider the joint report of the Director of Communities, Housing and Environment and the Director of Strategy and Resources presenting the Equality, Diversity and Inclusion (EDI) Annual Report 2023 – 2024. The report includes a first full year update on progress against the 15 high level priorities contained in the Vision and Action Plan for Equality, Diversity and Inclusion alongside the annual update against the Equality Improvement Priorities. The report also provides a range of wider information including the statement of the Strategy and Resources Scrutiny Board entitled, ‘Workforce Equality, Diversity and Inclusion’ for the Board’s consideration.
