The Chair welcomed everyone to the remote meeting of the Outer North West Community Committee.

The Chair explained that internet connectivity may be an issue for some participants and suggested it may be appropriate to appoint a Vice Chair who could assume the Chair should the Chair lose connectivity. The Chair proposed that Councillor Barry Anderson be nominated as the Vice Chair, the proposal was seconded, upon been put to the vote the motion was passed.

To consider any appeals in accordance with Procedure Rule 15.2 of the Access to Information Procedure Rules (in the event of an Appeal the

press and public will be excluded). (*In accordance with Procedure Rule 15.2, written notice of an appeal must be received by the Head of Governance Services at least 24 hours before the meeting)

There were no appeals against the refusal of inspection of documents.

In order to facilitate the Open Forum item whilst Community Committee meetings are being held remotely, the process has been adapted slightly, so that members of the public are invited to make written submissions in advance of the meeting on any matter which falls within the Committee’s terms of reference. These will be read out under this agenda item and considered by the Community Committee.

On this occasion there were no submissions received from members of the public.

The report of the Chief Officer (Acting), Environmental Services is to provide the Outer North West Community Committee with an update on the Key Decision: Creation of a new/replacement citywide depot, operational and administrative base for Environmental Services (inc Refuse Service)

The report of the Acting Chief Officer Environmental Services provided the Outer North West Community Committee with an update on the Key Decision: Creation of a new/replacement citywide depot, operational and administrative base for Environmental Services (inc Refuse Service)

In attendance for this item was the Acting Chief Officer Environmental Services, John Woolmer, who informed the Community Committee of the following points:

·  The update report had been requested in relation to a recent decision taken on route designs. The decision had been taken to make the routes more efficient;

·  The location of the Cleaner Neighbourhoods Team would remain at Henshaw. However the two refuse operations at Millshaw and Knowlesthorpe Gate would transfer to the new location. The new location could provide a full vehicle was on site.

Responding to questions from Members the Community Committee were advised of the following:

·  This would provide a more reliable service for the area;

·  The green waste facility would be located at Dewsbury Road for sorting and recycling, the brown bin service would remain the same at present;

·  The new routes have been operating from Knowlesthorpe Gate since May with journeys being similar or smaller;

·  15-20% extra in black bin collection which was due to current covid issues. It was noted that the service is having staffing issues due to covid;

·  It was hoped that the review would be up and running in May 2021, with the new depot operational by November/December 2021.

The report of the Head of Stronger Communities provides the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2020/21.

The report of the Head of Stronger Communities provided the Community Committee with an update on the budget position for the Wellbeing Fund, Youth Activity Fund, Capital Budget, as well as the Community Infrastructure Levy Budget for 2020/21.

The Community Committee were informed of the following points:

·  Paragraphs 16 – 18 showed the total revenue budget approved by Executive Board for 2020/21 was £93,930.00. Table 1 showed a carry forward figure of £55,146.17 which included underspends from projects completed in 2020/21. The total revenue funding available to the Community Committee for 2020/21 was £149,054.17.

·  Members were asked to consider the following applications:

o  2 SIDS to be installed at the following locations. Queensway and

Netherfield Road. - £6,800 requested by Highways;

o  Guiseley Theatre improvements to the toilets  - requested £9,194.95 by Guiseley Theatre;

o  Paul’s Pond – installation of two benches at a cost of £1,186 requested by Parks & Countryside;

o  Holt Park Tennis Courts paths request for £1,500 (Capital) by Parks and Countryside;

o  Summer Bands in Leeds Parks 2021 request for £1,625 to hold concerts in Tarnfield Park, Yeadon, Wharfemeadows Park, Otley, Nunroyd Park, Guiseley, Micklefield Park, Rawdon, Springfield Park, Guiseley;

·  Paragraph 25 listed the projects that had been considered and approved by DDN since the last Consultative Committee on 21 September 2020, it was noted that no projects had been declined;

·  The Youth Activity Fund available for spend in Outer North West Community Committee in 2020/21 included a carry forward from previous year, of £55,279.99. It was noted that so far, a total of £49,409 has been allocated to projects, these were listed in Table 2.It was noted that there is a remaining balance of £8,598.78 in the Youth Activity Fund;

·  Table 3 listed the projects provided from the small grants and skips budget. There is currently a remaining balance of £6,831.22;

·  The Outer North West has a capital budget of £50,273 available to spend, as a result of new capital injections. Members are asked to note the capital allocation broken down by ward and summarised in Table 4;

·  The Committee was asked to note that there is £208,426.12 CIL money payable to the Outer North West Community Committee with £193,267.13 currently available to spend this was detailed in Table 5.

Member’s discussions included:

·  The proposed cut to the Wellbeing Fund for 2021-22;

·  Community Infrastructure Levy (CIL), Members requested more information on the amounts allocated to the Committee and Parish Councils;

·  Breakdown of Capital Budget per wards;

At the request of the Community Committee, Claire Smith, Anti-Social Behaviour Service Delivery Manager attended the meeting. Ms Smith provided the Members with reasons why the service had requested funding towards the PSPO’s.

Members suggested that if funding was required in future, Members should be made aware of funding requirements well in advance of any application being brought to the Community Committee.

The report of the Head of Stronger Communities bring to members’ attention an update of the work which the Communities Team is engaged in, based on priorities identified by the Community Committee. It also provides opportunities for further questioning, or to request a more detailed report on a particular issue.

This report also provides updates on some of the key activities between Community Committee meetings and functions delegated to Community Committees, Community Champions roles, community engagement, partnership and locality working.

It also provided opportunity for further questioning, or to request a more detailed report on a particular issue. This report provided regular updates on some of the key activities between Community Committee meetings and functions delegated to Community Committees, Community Champions roles, community engagement, partnership and locality working.

Members were informed of the following points:

·  The next meeting of the Children and Families sub group was due to be held on 1^st December and would be via zoom;

·  A date in December would hopefully be confirmed for the next meeting of the Transport sub group. The meeting would focus on public transport, however, no confirmation had been received from Metro to advise when they could attend;

·  The next update for Employment and Skills would be due at the March meeting;

·  Members were asked to note the update from Jon Hindley, Health and Wellbeing & Adult Social Care. Jon had provided a number of useful links relating to current issues including Covid and mental health. Members were requested to share these links. Cllr G Latty the Champion for Health and Wellbeing commended Jon on his report to the committee;

·  Updates had been received in relation to the Community Hubs and the Housing Advisory Panel;

·  The Social Media report was appended the Update Report.

Member’s discussions included:

·  Leaf clearing issues in the Outer North West area;

·  Lack of funding for parks;

·  Work around anti-social behaviour was working well in the area;

·  Difficulty in attending the regular meetings with the Police.

To discuss any other business

Further to Members brief discussions towards the end of the item on Finance, Members raised the issue of the bowling green consultation with a wish to support the Bowling Clubs in the area.

It was noted that bowling clubs were an integral part of the community providing exercise for all age groups. It was the view that to close a number of the bowling clubs were be detrimental to people’s mental health as well a health and wellbeing.

Member requested that a letter should be sent on behalf of the Community Committee opposing the closure of 50% of the bowling greens in the city.

Members also discussed the proposed closures of the Leeds Sailing and Activity Centre and the recycling centre at Ellergill and Milner Road.

It was suggested that the Environmental sub group would look into the closures of the recycling centres and that the Health and Wellbeing sub group would look at the Leeds Sailing and Activity Centre.

Members raised concerns in relation to the pool at Prince Henry Grammar School which had withdrawn the provision of use for swimming lessons. The Health and Wellbeing sub group offered to look at this issue.

Members requested further information on the operating hours of the local hubs in the area, as they were concerned that if the hubs were to reduce their operating hours it would limit access to much needed council services.
