Purpose:

Request to waive Contract Procedure Rule (CPR) 9 to award a contract to Barca Leeds for continued delivery of the Youth Inclusion Commission from 1/4/18 to 31/3/19, whilst the review of youth work provision is completed.

Decision:

The Director of Children and Families approved the waiver of CPR 9.1 and 9.2 – high value procurements and award a 12 month contract to Barca Leeds from 1st April 2018 to 31st March 2019  with a value of £340k, without going out to competition.

The provider has been consulted and is in agreement with this proposal.

The Executive Member for Children and Families is being regularly consulted on plans for the review of youth work, including scope, purpose and timescales.

Ward Members including Children’s Champions have also been consulted on scope, purpose and timescales.

Extensive consultation with a wide range of stakeholders is currently underway to inform the review of youth work provision. The outcomes of this review may impact on how this service is commissioned from April 2019 onwards.
