Purpose:

The scheme is to fund a series of digital developments which are required to keep the council’s systems complaint with legislation (PSN, GDPR, PCI).  This will include remediation planning to bring our systems in line with legislation, where this is not possible, replacing non-compliant systems and / or provide an opportunity to implement digital technologies and capabilities to enable efficiencies and improve the customer experience with council services.

More specifically, for 2019/20 work involves the replacement of all systems developed in Access, upgrade of the Council’s Payments and Income Management systems, replacement of the legacy corporate reporting solution, implementation of a corporate mobile platform to support mobile working, upgrade / replacement of a number of legacy web applications, develop roadmap for management of the council’s estate of 500+ systems to ensure compliance and reuse wherever possible to reduce overall costs to the council.  Failure to undertake the necessary compliance work on our systems could result in high financial penalties and reputational damage.

Decision:

The Director of Resources and Housing authorised that the Council incurs expenditure of £5,000k on the 2019/20 on the Digital Development Scheme outlined in this report which includes the specialist resources (internal and external) to implement the programme.
