The Director of Resources and Housing is requested to authorise Capital expenditure for 2019/20 which is part of a 3 year programme subject to approval by Executive Board on 13^th February 2019 and ratification by full Council on 27^th February 2019.

The Director of Resources and Housing is approved the requests to:

1  Note the estimated outturn projection for the 2018-19 Housing Leeds Refurbishment Programme of £80,000.0k which results in bringing forward £2,000.0k of future years funding based on the 2018-19 approved budget of £78,000.0k set in March 2018.

2  Note the previous net authority to spend (ATS) on two individual schemes granted ATS outside of the main HL refurbishment programme, at February 2016 EB (Housing ICT Solutions programme £5,565.1k) and at the July 2017 EB (District Heating programme £17,420.0k). The cumulative ATS remaining on these schemes is circa £6,022.4k which will be carried forward from 2018-19 to 2019-20.

3  Transfer an additional £494.0k from within the existing Housing Leeds Programme to the Housing ICT Solutions programme for additional development works needed and authorise expenditure of £494.0k in 2019/20;

4  Inject the residual HRA Sheltered Housing reserve £3,237.7k, authorise £2,000.0k brought forward from 2019-20 to fund 2018-19 additional spend and authorise the remaining 2019-20 HRA Housing Leeds Refurbishment programme expenditure of £75,977.6k.

5  Note the overall 2019-20 HRA Housing Leeds Refurbishment programme in the amount of £82,000.0k and the estimated future years 2020-21 & 2021-22 as set out in Appendix A.
