Decision to agree the outline programme for the Emergency Active Travel Funding and the development and implementation of schemes.
The Chief Officer, Highways and Transportation;
a) noted the contents of this report;
b) reviewed and approved the amended design process being proposed and introduction of trial schemes to enable the programme to be delivered within the funding timescales;
c) reviewed and approved the proposed list of schemes that form part of the Tranche 1 EATF programme for Leeds City Council as described in Appendix A to this report and note that this package has been over-programmed to allow additional flexibility;
d) gave authority to incur capital expenditure of £870,000 to deliver a package of schemes as detailed in Appendix A, being funded £160,000 from the Integrated Transport Block of the annual LTP grant, and £710,000 from a new Government grant; and
e) i) gave authority to request the City Solicitor to advertise any Experimental Traffic Regulation Orders (Movement Order or Waiting Restriction Order) as required to address/ resolve the problems identified for each scheme as detailed in Appendix A, and to include a provision within any Order to enable the Chief Officer (Highways and Transportation) to modify or suspend the operation of the Order or any of its provisions during the period of the experiment if it appears to him to be essential to do so; and
ii) at the end of the 18 month period and if no valid objections are received, to incorporate any modifications considered necessary as a consequence of monitoring the experiment to make, seal and implement the Orders as advertised.

If exempt from Call-In, the reason why Call-In would prejudice the interests of the Council or the public:: 4.5.1 It is recommended that this report and the decisions associated to it are considered to be General Exemption due to the funding timescales, need to provide infrastructure changes quickly to support active travel modes and need to provide space to enable safe social distancing. 4.5.2 The report will not be eligible for call in as this could impact on the delivery timescales and may result in schemes not being eligible for the funding.

Consultation will take place with statutory consultees via meetings and emails.
Due to the emergency nature of the work and timescales involved scheme will be introduced as a trial and directly affected properties will be notified of schemes via letter and encouraged, where possible, to feedback via the Commonplace platform.
