Purpose:

To approve the detailed design and delivery of Phase 1 of the Holbeck Gateway, being one of the TCF Leeds City Centre Cycling Improvement schemes and comprising:

  The provision of an off carriageway cycle route parallel to A643 Ingram Distributor with upgraded surface, street lighting and wayfinding

Approve expenditure of £600k, to be fully funded by the TCF programme under an existing funding agreement. 

To request the City Solicitor to advertise a package of traffic regulation orders to support the delivery of the scheme, and subject to no objections being received to make and seal the orders as advertised.

Decision:

The Chief Officer (Highways & Transportation) has

a)   Noted the work to date on the Transforming Cities Fund - Leeds City Centre Cycling projects and the existing funding agreement for advance works; and

b)  Given authority to incur expenditure of £600,000 to deliver phase 1 of the Holbeck Gateway project detailed in this report, to be entirely funded from the Transforming Cities Fund; and

c)  Requested Legal Services to advertise Traffic Regulation Orders to support the works, principally requiring No Waiting At Any Time and a Prohibition of Parking And Loading on Footway and Cycle Track, and subject to no objections being received to make and seal the orders as advertised; and

d)   Approved with reference to the powers contained in Section 66(4) of the Highways Act 1980, that the relevant lengths of footway shown on attached Drawing No 694/LCC/HWT/XX/M2/TM/01_01 as proposed cycle tracks are removed and that following the removal of the footways, cycle tracks are constructed under the powers contained under the provisions of section 65(1) of the Highways Act 1980 for shared joint use by pedal cyclists and pedestrians.
