To authorise the award of Leeds Adult Learning call-off contracts with a total value of £1.6m for the delivery of provision in the 2021/22 academic year.
The Chief Officer Culture & Economy took the decision to:
a) Accept the Leeds AEB funding and associated terms and conditions for the academic year 2021/22 from WYCA to support learners in the devolved area;
b) Accept the Leeds AEB funding and associated terms and conditions for the academic year 2021/22 from ESFA to support learners accessing provision from outside the region;
c) Authorise a mini competition through the Employment & Skills Dynamic Purchasing System (DPS) to subcontract delivery partners.

Leeds Adult Learning programme for each academic year to date have delivered the Education and Skills Funding Agency contract obligations and are informed by continuous stakeholder engagement. This includes oversight by the Executive Member for Learning, Skills and Employment and feedback from providers and learners.
Following devolution from the academic year 2021/22 delivery for Leeds residents will be against WYCA contract obligations with delivery for non-Leeds residents remaining against ESFA contract obligations.
The Procurement Solicitor and Finance Manager will be consulted on the 2021/22 WYCA / ESFA contract terms and implications for Leeds Adult Learning partner call-off contracts, and funding allocations.
