To approve undertaking procurement of an update to the Leeds Transport Model. This is to be carried out as a two stage process with a cut off after the first stage (data collection) to allow time for funding of the whole contract to be agreed with the West Yorkshire Combined Authority.
The existing Leeds Transport Model will be five years old in 2020 and beyond that point there are likely to be issues with model compliance because of the age of the underlying data.
It is therefore essential that data collection is undertaken in the spring 2020 survey window prior to the start of major roadworks on the M621 and Leeds Inner Ring Road at Regent Street Bridge and Armley Gyratory. Failure to achieve this survey window would delay surveys until 2024.
The Chief Officer (Highways & Transportation):
i) noted the contents of the report;
ii) approved the proposal to invite expressions of interest via the WYCA Specialist Framework Contract utilising LOT 10 of the framework – Transport Planning, Modelling and Economic Development and then issue a restricted tender via the YORtender system; and
iii) approved an evaluation split of 60% quality and 40% price.
